Book excerpt: The workshop identified a strong commonality between the technology needs for NASA's TOPS program and the technology needs that were identified for NASA's astrophysics program through its Astrotech 21 survey. The workshop encourages NASA to have the Solar System Exploration and Astrophysics Div. work cooperatively to share in technology studies that are common to both programs, rather than to conduct independent studies. It was also clear, however, that there are technology needs specific to TOPS, and these should be pursued by the Solar System Exploration Div. There are two technology areas that appear to be particularly critical to realizing the ultimate performance that is being sought under the TOPS program, these areas are metrology and optics. The former is critical in calibration and verification of instrument performance, while the latter is needed to provide optical systems of sufficient quality to conduct a search for and characterization of other planetary systems at the more extreme levels of performance identified in TOPS program. Intensive observations by spacecraft and other means, combined with extraordinary laboratory analytical methods and theoretical investigations, are beginning to paint an intelligible picture of our solar system's history, the mechanisms of its development, and the relationship between the formation of our Sun and its associated planets. Astronomical observations are providing important new information about the processes that give birth to stars and about the conditions in star-forming regions and around very young stars that might be conducive to establishing planetary systems. This progress leads naturally to a new line of inquiry: the discovery and characterization of planetary systems around other stars. This report describes a general plan and the pertinent technological requirements for TOPS (Toward Other Planetary Systems), a staged program to ascertain the prevalence and character of other planetary systems and to construct a definitive picture of the formation of stars and their planets. The first stages focus on discovering and studying a significant number of fully formed planetary systems, as well as expanding current studies of protoplanetary systems. As the TOPS Program evolves, emphasis will shift toward intensive study of the discovered systems and of individual planets. Early stages of the TOPS Program can be undertaken with ground-based observations and space missions comparable in scale to those now being performed. In the long term, however, TOPS will become an ambitious program that challenges our capabilities and provides impetus for major space initiatives and new technologies, which will be accomplishments of historical significance.

In December of 1992, theorists, observers, and instrument builders gathered at the California Institute of Technology to discuss the search for answers to these questions. The International Conference, entitled `Planetary Systems: Formation, Evolution, and Detection' and supported through NASA's newly formed TOPS (Toward Other Planetary Systems) program, was the first of a series of conferences uniting researchers across disciplines and political boundaries to share thoughts and information on planetary systems. The conference was sponsored by NASA, hosted by JPL at Caltech, and endorsed by the 1992 International Space Year Association. These proceedings include discussions of topics ranging from stellar, disk, and planetary formation to new ways of searching for other stellar systems containing planets. The authors represent a wide range of nationalities, disciplines, and points of view. The second international conference took place in December of 1993.

This review describes the most recent advances in the study of the extragalactic soft X-ray background and what we can learn about its constituents. The deepest pointed observations with the ROSAT PSPC are discussed. The logN-logS relation is presented, which reaches to the faintest X-ray fluxes and to the highest AGN surface densities ever achieved. The N(>S) relation shows a 2 density in excess of 400 deg- at the faintest fluxes and a flattening below the Einstein Deep Survey limit. About 60% of the extragalactic background has been resolved in the deepest field. Detailed source spectra and first optical and radio identifications will be discussed. The results are put into perspective of the higher energy X -ray background. Key words: X-rays, background radiations, active galactic nuclei. 1. Introduction The extragalactic X-ray background (XRB), discovered about 30 years ago, has been studied extensively with many X-ray experiments, in particular with the satel lites HEAO I and II (see ego Boldt 1987) and with ROSAT (e. g. Hasinger et aI. , 1993). Figure 1 shows a compilation of some of the most recent spectral measure ments for the X-ray background. Over the energy range from 3 to about 100 keY its spectrum can be well approximated by an optically thin thermal bremsstrahlung model with kT ~ 40 keY, while at lower X-ray energies a steepening into a new component has been observed observed (e. g.
