Twelve cases from both developed and developing countries are elaborated in the book. Its intention is to draw lessons from the cases of extremely severe water shortages so that countries and stakeholders can be better prepared for extreme drought events in the future. Several recurrent themes emerge from the diverse case studies and descriptions of programs. For example, most chapters discuss the necessity to move from reactive (compensatory) to preventive policies. This theme has implications for use of insurance in developing countries, e.g. is insurance encouraging investments to help countries avoid disasters or is it acting mostly in a humanitarian way to compensate for losses to help people? Several authors point to the importance of risk assessment and to developing risk based policies for drought. This raises statistical issues of how such assessments of uncertainty and risks are done and how they relate to actual occurrence of events. Most chapters call for more inter-sectoral policies, policies which integrate water resources management approaches and to the necessity of raising public awareness of droughts in times of no drought. The issue of structural versus nonstructural is clear in most cases. While often cast as ‘either/or’ the message that emerges is more one of how do you integrate these approaches. Finally, a few chapters bring to light how prevention is needed for national security as well as water security. In Focus – a book series that showcases the latest accomplishments in water research. The work assesses how and to what extent the European Union (EU) and the Economic Community of West African States (ECOWAS) have internalised the norm, both generally, in institutions, policies, and programs and specifically, in crisis situations of R2P concern, such as the 2011 Libyan crisis and 2012 Malian crisis. It provides a historical analysis of how the two regional organisations have dealt with questions of sovereignty, security, and human rights since their founding, as well as an analysis of some of the European and West African roots of the R2P norm. This reflects the notion that global norms are often informed by local and regional practices and that this needs to be recognised in order to fully understand regional responses to alleged global norms. The book uses process tracing to trace the regional internalisation of R2P and has benefited from qualitative research interviews with EU- and ECOWAS-stakeholders. One of the key findings is that ECOWAS and West Africa have delivered a key contribution to the norm construction of R2P, a finding insufficiently recognised in the current literature. This book will be of much interest to students of the Responsibility to Protect, EU human rights and foreign policy, African politics, security studies, and International Relations in general.

Book excerpt: After years of official disrepute, industrial policy (IP) is back in vogue at regional, national and international levels driven by concerns over competitiveness, globalisation, de-industrialisation, unemployment and the comparatively slow growth of the EU economy especially in this post-recession phase. At the same time, IP has been seen as a catalyst for designing economic recovery strategies at regional, national and international levels, as well as being a concerted strategy to develop new ‘clean-tech’ industries to tackle environmental challenges. If anything, the recent global recession and credit crunch have highlighted the fragility of some states’ and localities’ economic development paths and the unbalanced nature of their economies, in terms of an over-reliance on sectors such as retail, financial services, and construction, to the detriment of manufacturing. This also suggests an accompanying need for greater economic diversity so as to avoid over-dependencies on certain sectors, and a better balance of ownerships forms. But what should be the shape of IP in the wake of the crisis and how can IP rebalance economies, help support sustainable development and catalyse new technologies and innovations whilst learning lessons from past experience and debate?
