Book excerpt: The Toolkit for Water Policies and Governance compiles policies, governance arrangements and related tools that facilitate the design and implementation of water management practices in line with the OECD Council Recommendation on Water. It is designed to inspire and support countries which have either adhered to, are considering adhering to, or aim to converge towards the OECD standard. The Recommendation was unanimously adopted by the OECD Council in December 2016. The adoption marked the outcome of a two-year consultation process with delegates from ministries active in the fields of agriculture, development assistance, environment, public governance, regional development, and regulatory policy, as well as with relevant stakeholders (the business sector, trade unions, environmental organisations) and the OECD Water Governance Initiative. The Recommendation puts forward an international standard with high-level policy guidance on a range of topics relevant for the management of water resources and delivery of water services. The areas covered include managing water quantity, water risks and disasters, improving water quality, ensuring good water governance as well as sustainable finance, investment and pricing for water services. The practices reported in the toolkit have been compiled by the OECD Secretariat, in close consultation with delegates from adhering countries. Regular updates will be made available.

Book excerpt: In an increasingly global community of researchers and practitioners, new technologies and communication means have made the transfer of policies from one country or region to another progressively more prevalent. There has been a lot of attention in the field of public administration paid to policy transfer and institutional transplantation. This book aims to create a better understanding of such transfers in the water management sector. These include the adoption of modern water management concepts, such as integrated water resources management and forms of water governance, which are strongly promoted and sometimes also imposed by various international organizations. Transfers also occur within the scope of development aid or for the purpose of creating business opportunities. In addition, many research organisations, consultancies and governmental agencies are involved in cross-border work. The purpose of this book is therefore to present practical examples of the transfer of modern water management from one locality to another and to critically discuss the transferability of policy and governance concepts by analysing the contextual needs and factors. Case studies are included from North America, Europe, the Middle East and Asia. It is argued that in many cases context matters in water management and that there is no panacea or universal concept that can be applied to all countries or regions with different political, economic, cultural and technological contexts. Yet it is also shown that some countries are facing pressing and similar water management issues that cut across national borders, and hence the transfer of knowledge may be beneficial.

Book excerpt: How could having farmers play experiential games contribute to improving groundwater governance? These games are an example of an innovative procedure, a policy instrument or institutional tool, which those involved in improving groundwater governance could use to understand their problems and opportunities; consider and possibly agree on norms or rules that might avoid aquifer depletion, and create shared gains that use water more productively. Institutional tools for groundwater governance could help deal with complex nexus linkages and achieve gains such as transitions to solar-powered pumping, aquifer recharge and storage to buffer against drought, and protecting and regenerating ecosystems. The concept of a groundwater governance toolbox offers a metaphor for thinking about the variety of policy instruments available and how they might be chosen, combined, and adapted to create customized toolkits to solve problems and achieve gains in specific contexts. New policies are typically layered on top of existing sets of institutions that govern relationships between people and water. This makes it crucial to understand existing knowledge and institutions and how those may interact with institutional changes. The thesis of the paper is that institutional tools need to be combined and crafted to fit contexts, including political economy constraints, opportunities, and solutions.

Book excerpt: This report presents the policy recommendations resulting from the National Dialogue on Water in Indonesia, which took place between June 2022 and March 2023. Getting water resources management right, underpinned with appropriate financing mechanisms, is a prerequisite for realising Indonesia’s ambitious national economic growth agenda to become one of the top five global economies by 2045. The Dialogue, therefore, centred around two priority areas: 1) financing water infrastructure and 2) non-structural measures for flood disaster risk reduction. The report explores several instruments to enhance the financing of water services in Indonesia, such as the advantages and disadvantages of uniform water tariffs, independent economic regulation, pollution charges and demand management instruments. The report recommends the utilisation of land value capture as an additional source of financing. It also explores how water information systems for disaster response, flood forecasting and early warning can reduce flood disaster risk. The National Dialogue on Water in Indonesia is part of a regional initiative with the Ministry of Environment of the Republic of Korea, the Asia Water Council and the OECD.
