The programme is delivered via a Management Services Consultant (MSC) contract between NZAID and Tourism Resource Consultants (TRC). The programme counterpart is the Tonga Visitors Bureau (TVB). The programme is based on two key sites in the Kingdom of Tonga - Vava'u and 'Eua. Project Advisory Committees (PACs) have been established on Vava'u and 'Eua to provide direction and input into programme activities. The committes are made up of business, community and government representatives and are facilitated by Tourism Resource Consultants.
