Book excerpt: Ton premier emploi EURES (TPEE) est un programme de mobilité ciblé dont l'objectif est d'aider les jeunes Européens âgés de 18 à 35 ans et résidant dans les 28 pays de l'UE et dans les pays de l'Association européenne de libre-échange et de l'Espace économique européen (AELE/EEE) (la Norvège et l'Islande), à trouver un placement professionnel (emploi, stage ou apprentissage) dans un autre pays de l'UE ou de l'AELE/EEE que celui où ils résident. Il aide également les employeurs, en particulier les petites et moyennes entreprises (PME), à trouver la main-d'oeuvre dont ils ont besoin en ce qui concerne les postes difficiles à pourvoir. Le programme TPEE fait suite au programme préparatoire mené sous le même nom et avec les mêmes objectifs, lancé par la Commission européenne en 2012 et mené avec succès pendant trois ans.^Le programme TPEE est mis en oeuvre sous l'égide de l'axe EURES dans le cadre du programme européen pour l'emploi et l'innovation sociale (EaSI) pour la période 2012-2014, qui est un instrument européen de financement géré directement par la Commission européenne dans le but de contribuer à la mise en oeuvre de la stratégie Europe 2020. Ses priorités sont, notamment, d'accorder une attention particulière aux groupes vulnérables, comme les jeunes, et de promouvoir des emplois durables et de qualité. Le programme de mobilité ciblé vise, sous l'égide du programme EaSI, à expérimenter des méthodes innovantes permettant de faciliter la mobilité professionnelle transfrontalière et de répondre aux besoins de groupes cibles, secteurs économiques, professions ou pays spécifiques. L'Islande et la Norvège, en vertu de l'accord sur l'EEE.^Chaque placement professionnel proposé aura une durée d'au moins six mois et sera encadré par un contrat de travail formel entre le jeune et l'employeur. Le candidat recruté a droit à une rémunération, une protection sociale appropriée et de connaître ses droits. La priorité est accordée aux jeunes Européens qui cherchent un emploi dans un autre pays pour la première fois. Cependant, les demandeurs d'emploi ayant déjà étudié ou travaillé dans un autre pays que le leur peuvent également être éligibles au soutien du TPEE. À l'instar du précédent programme, le TPEE fonctionne par le biais d'appels à propositions annuels. Le programme est mis en oeuvre par les services publics de l'emploi membres du réseau EURES. D'autres organisations du marché du travail peuvent également participer. Ces services doivent se conformer aux règles du programme, mais peuvent avoir recours à des méthodologies différentes.

Book excerpt: This open access book looks at the migration of Southern European EU citizens (from Portugal, Spain, Italy, Greece) who move to Northern European Member States (Belgium, France, Germany, United Kingdom) in response to the global economic crisis. Its objective is twofold. First, it identifies the scale and nature of this new Southern European emigration and examines these migrants’ socio-economic integration in Northern European destination countries. This is achieved through an analysis of the most recent data on flows and profiles of this new labour force using sending-country and receiving-country databases. Second, it looks at the politics and policies of immigration, both from the perspective of the sending- and receiving-countries. Analysing the policies and debates about these new flows in the home and host countries’ this book shows how contentious the issue of intra-EU mobility has recently become in the context of the crisis when the right for EU citizens to move within the EU had previously not been questioned for decades. Overall, the strength of this edited volume is that it compiles in a systematic way quantitative and qualitative analysis of these renewed Southern European migration flows and draws the lessons from this changing climate on EU migration.
