According to transportation expert Robert Poole, this congestion and deterioration are outcomes of the way America manages its highways. Our twentieth-century model overly politicizes highway investment decisions, short-changing maintenance and often investing in projects whose costs exceed their benefits. In Rethinking America’s Highways, Poole examines how our current model of state-owned highways came about and why it is failing to satisfy its customers. He argues for a new model that treats highways themselves as public utilities—like electricity, telephones, and water supply. If highways were provided commercially, Poole argues, people would pay for highways based on how much they used, and the companies would issue revenue bonds to invest in facilities people were willing to pay for. Arguing for highway investments to be motivated by economic rather than political factors, this book makes a carefully-reasoned and well-documented case for a new approach to highways.

Parts 1 and 3 include the Interstate System route numbers for toll facilities located on the Dwight D. Eisenhower National System of Interstate and Defense Highways; Parts 2 and 4 include a functional system identification code for non-Interstate System toll bridges, roads, and tunnels; Part 5 includes vehicular toll ferries. Table T-2 contains a list of those projects under serious consideration as toll facilities, awaiting completion of financing arrangements, or proposed as new toll facilities that are being studied for financial and operational feasibility.

The failure of federal highway user taxes and fees to provide sufficient revenues to support even baseline surface transportation spending levels has encouraged Congress to consider expanded toll financing. Congress has cautiously encouraged increased use of tolling in recent transportation legislation, including the Moving Ahead for Progress in the 21st Century Act. Congress could achieve an expansion of tolling in several ways. At one extreme, it could simply encourage additional tolling pilot projects and a further expansion of tolling-supported innovative finance, such as more loans for road and bridge construction through the U.S. Department of Transportation's (DOT's) Transportation Infrastructure Finance and Innovation Act (TIFIA) program, which would be repaid through user tolls. At the other extreme, Congress might authorize states to toll federal-aid highways as they see fit, or even require that Interstate Highway segments be converted to toll roads as they undergo reconstruction in the future, eventually turning all Interstates into toll roads. This book discusses the background of transit tolling in the United States, as well as issues and data on the issue.
