In September, 2001, an international conference "Galois Theory and Modular Forms" was held at Tokyo Metropolitan University after some preparatory work shops and symposia in previous years. The title of this book came from that of the conference, and the authors were participants of those meet All of the articles here were critically refereed by experts. Some of ings. these articles give well prepared surveys on branches of research areas, and many articles aim to bear the latest research results accompanied with carefully written expository introductions. When we started our re~earch project, we picked up three areas to investigate under the key word "Galois groups"; namely, "generic poly nomials" to be applied to number theory, "Galois coverings of algebraic curves" to study new type of representations of absolute Galois groups, and explicitly described "Shimura varieties" to understand well the Ga lois structures of some interesting polynomials including Brumer's sextic for the alternating group of degree 5. The topics of the articles in this volume are widely spread as a result. At a first glance, some readers may think this book somewhat unfocussed.

Japanese provides a prime example of the significance of emotivity as it has grammaticalized a wide variety of expressions to communicate affective information. The collected articles demonstrate the rich diversity of emotive communication in Japanese and analyze various expressions with theoretical perspectives that are often independent from Western models. This volume reflects the influence of traditional Japanese scholars for whom examining affective-relational aspects of language has long been a central concern. The authors are also influenced by more recent scholars in Japanese pragmatics such as Susumu Kuno, Akio Kamio, and Senko K. Maynard. They also draw on anthropological notions such as the inside vs. outside dichotomy that have been used to describe Japanese society.

Book excerpt: At the beginning of the 1990s, a massive speculative asset bubble burst in Japan, leaving the nation's banks with an enormous burden of nonperforming loans. Banking crises have become increasingly common across the globe, but what was distinctive about the Japanese case was the unusually long delay before the government intervened to aggressively address the bad debt problem. The postponed response by Japanese authorities to the nation's banking crisis has had enormous political and economic consequences for Japan as well as for the rest of the world. This book helps us understand the nature of the Japanese government's response while also providing important insights into why Japan seems unable to get its financial system back on track 13 years later. The book focuses on the role of policy networks in Japanese finance, showing with nuance and detail how Japan's Finance Ministry was embedded within the political and financial worlds, how that structure was similar to and different from that of its counterparts in other countries, and how the distinctive nature of Japan's institutional arrangements affected the capacity of the government to manage change. The book focuses in particular on two intervening variables that bring about a functional shift in the Finance Ministry's policy networks: domestic political change under coalition government and a dramatic rise in information requirements for effective regulation. As a result of change in these variables, networks that once enhanced policymaking capacity in Japanese finance became "paralyzing networks"--with disastrous results.

Book excerpt: The Tokyo International Conference on African Development (TICAD) was established in 1993 with the intention of creating opportunities for trade and investment on both sides and the promotion of sustainable development. In 2003, the conference translated Japanese aid policy to Africa into three key pillars: human centered development, poverty reduction through economic growth, and the consolidation of peace, and since 2005 Africa has on several occasions been the largest recipient of Japanese overseas aid.
