The thickness of the before-launch section controls the rate at which rock is released and should be 2.5 to 4.0 times the thickness of the bank protection revetment Tau for gradual scour and 2.5 to 3.0 Tau for rapid scour found in impinged flow environments. Riprap size for gradual scour is the same for both launched riprap and riprap placed by standard construction methods. Stone volume requirements are presented as a function of scour depth and whether the launch section is placed in the dry or underwater. Gradations having D85/D15> 2 are recommended for launched riprap sections to prevent leaching of bank material through the launched riprap. (MM).

WinXSPRO allows the user to subdivide the channel cross section into multiple sub-sections and has the ability to vary watersurface slopes with discharge to reflect natural conditions. Analysis options include developing stage-discharge relationships, evaluating changes in channel cross-sectional area, and computing sediment transport rates. Resource specialists can use the estimated stream-channel geometry cross section hydraulic characteristics and sediment transport output to assist with channel design and monitoring, instream flow analysis, the restoration of riparian areas, and the placement of instream structures.

The study committee recommends that the U.S. Department of the Interior's Bureau of Ocean Energy Management (BOEM) adopt a full SMS rule for workers on offshore wind farms at a level of detail that includes the baseline elements identified in this report. An enhanced SMS rule should require the use of human factors engineering elements in the design process and should encompass all activities that the lessee and its contractors undertake. In collaboration with other regulatory agencies and industry stakeholders, BOEM should clearly define roles and responsibilities and indicate which standards could apply for all phases of wind farm development, regardless of jurisdiction.
