Different individuals mobilize in different ways—some flee, some pick up arms, and some support armed actors as civil war begins. Drawing on nearly two hundred in-depth interviews with participants and nonparticipants in the Georgian-Abkhaz war of 1992–1993, Anastasia Shesterinina explores Abkhaz mobilization decisions during that conflict. Her fresh approach underscores the uncertain nature of the first days of the war when Georgian forces had a preponderance of manpower and arms. Mobilizing in Uncertainty demonstrates, in contrast to explanations that assume individuals know the risk involved in mobilization and make decisions based on that knowledge, that the Abkhaz anticipated risk in ways that were affected by their earlier experiences and by social networks at the time of mobilization. What Shesterinina uncovers is that to make sense of the violence, Abkhaz leaders, local authority figures, and others relied on shared understandings of the conflict and their roles in it—collective conflict identities—that they had developed before the war. As appeals traveled across society, people consolidated mobilization decisions within small groups of family and friends and based their actions on whom they understood to be threatened. Their decisions shaped how the Georgian-Abkhaz conflict unfolded and how people continued to mobilize during and after the war. Through this detailed analysis of Abkhaz mobilization from prewar to postwar, Mobilizing in Uncertainty sheds light on broader processes of violence, which have lasting effects on societies marked by intergroup conflict.

Book excerpt: Immediately after its founding by Hồ Chí Minh in September 1945, the Democratic Republic of Vietnam (DRV) faced challenges from rival Vietnamese political organizations and from a France determined to rebuild her empire after the humiliations of WWII. Hồ, with strategic genius, courageous maneuver, and good fortune, was able to delay full-scale war with France for sixteen months in the northern half of the country. This was enough time for his Communist Party, under the cover of its Vietminh front organization, to neutralize domestic rivals and install the rough framework of an independent state. That fledgling state became a weapon of war when the DRV and France finally came to blows in Hanoi during December of 1946, marking the official beginning of the First Indochina War. With few economic resources at their disposal, Hồ and his comrades needed to mobilize an enormous and free contribution in manpower and rice from DRV-controlled regions. Extracting that contribution during the war’s early days was primarily a matter of patriotic exhortation. By the early 1950s, however, the infusion of weapons from the United States, the Soviet Union, and China had turned the Indochina conflict into a “total war.” Hunger, exhaustion, and violence, along with the conflict’s growing political complexity, challenged the DRV leaders’ mobilization efforts, forcing patriotic appeals to be supplemented with coercion and terror. This trend reached its revolutionary climax in late 1952 when Hồ, under strong pressure from Stalin and Mao, agreed to carry out radical land reform in DRV-controlled areas of northern Vietnam. The regime’s 1954 victory over the French at Điện Biên Phủ, the return of peace, and the division of the country into North and South did not slow this process of socialist transformation. Over the next six years (1954–1960), the DRV’s Communist leaders raced through land reform and agricultural collectivization with a relentless sense of urgency. Mass Mobilization in the Democratic Republic of Vietnam, 1945–1960 explores the way the exigencies of war, the dreams of Marxist-Leninist ideology, and the pressures of the Cold War environment combined with pride and patriotism to drive totalitarian state formation in northern Vietnam.

Book excerpt: Background: Stroke is one of the prevalent illness and common neurological disorder locally, regionally and globally; with fifteen million suffering from a stroke every year. Out of these, five million are deceased, and five million are forever paralyzed. For those who have experienced a stroke it is an important goal to regain functional independence. Therefore, the most relevant clinical outcomes of stroke is disability and mortality. Early mobilization after acute stroke is secure and associated with various advantages. However, early mobilization has been associated as a key fundamental of stroke treatment, with the time interval within which mobilization should be started to improve outcome after stroke. The internal data received from the local facility showed that patients with stroke spent at least 45 days in this facility to regain their functional recovery. On average, each patient receives one hour of physical therapy per day five days a week. Accepted patients in this facility have private insurance or Medicare. Medicare only covers the first 20 days of a patient's stay with each additional day costing the patient $164.50. Evidence-Based Framework: The organizational change at the nursing home was to implement an acute stroke early mobilization education program in an attempt to reduce the length of stay, decrease readmissions, and improve functional mobility and quality of life. The Stevens Star Model of Knowledge Transformation Model and Virginia Henderson theory were used as the evidence-based practice model and the theory respectively for the development of the project. Method: The objectives of the project were: (1) to implement an early mobilization education program to abate the length of hospital stay, (2) to advance anatomic mobility, and (3) to reduce hospital readmission and immobilization complications. The objective of this scheme is to generate new knowledge to make an evidence-based positive change and to increase the staffs' knowledge about the importance of early mobilization after acute stroke by providing education to the nurses and other healthcare providers in order the activities of daily living. Evaluation was accomplished through comparing the pre-questionnaires and post-questionnaire directly before and after the educational in-service presentation and one month's post presentation during the implementation period of mobilization program. Data was collected using a self-developed questionnaire collection tool. The results of the project were used to demonstrate the impact of the mobilization education program. Recent literature provided evidence that early mobilization is effective in reducing hospital length of stay and decreasing disability. Findings: The implementation of an early mobilization program to a nursing education staff improved functional mobility to 87.5%, compared to 25% during the time period in the same year when early mobilization was not initiated. Conclusion/Recommendation: Based on the findings of this quailty improvement project, implementation of early mobilization education program is suggested in rehabilitation settings. Recommendations include: that an early mobilization education program should be embraced by all healthcare facilities because it minimizes/prevents complication, improves rehabilitation intervention, improves function disability and reduces hospital readmission. Areas for future study: extend study to verify the impact of early mobilization for stroke patients for a longer period of time as well compare different populations, financial benefits and costs to the facility and to the patient. An additional recommendation would be to focus on patient satisfaction rates.

Book excerpt: Vasili Rukhadze examines the factors that contributed to post-uprising leadership durability in the Ukraine, Kyrgyzstan, and Georgia in 2004–12, after these countries underwent their so-called “Color Revolutions.” Using structured, focused comparison and process tracing, he argues that the key independent variable influencing post-mobilization leadership durability is ruling coalition size and cohesion. He demonstrates that if the ruling coalitions are large and fragmented, as in the Ukraine and Kyrgyzstan, the coalitions disintegrate, thus facilitating the downfall of the governments. Alternatively, if the ruling coalition is small and cohesive, as in Georgia, the coalition maintains unity, hence helping the government to stay in power. This study advances the debate on regime changes. By drawing a clear distinction between political leaderships that come to power as a result of popular uprisings and governments that take power through normal democratic processes, military coup, or any other means, the research offers one of the first studies on post-mobilization leadership. Rukhadze helps scholars differentiate between the factors that affect durability of post-uprising leadership from those factors that impact durability of all other political leadership, in turn equipping researchers with new tools to study power politics.

Gerteis argues that socially constructed aspects of class and gender preconfigured the forms of political rhetoric and social organization that both the far-right and far-left deployed to mobilize postwar, further exacerbating the levels of social and political alienation expressed by young blue- and pink- collar working men and women well into the 1970s, illustrated by high-profile acts of political violence committed by young Japanese in this era. As Gerteis shows, Japanese youth were profoundly influenced by a transnational flow of ideas and people that constituted a unique historical convergence of pan-Asianism, Mao-ism, black nationalism, anti-imperialism, anticommunism, neo-fascism, and ultra-nationalism. Mobilizing Japanese Youth carefully unpacks their formative experiences and the social, cultural, and political challenges to both the hegemonic culture and the authority of the Japanese state that engulfed them. The 1950s-style mass-mobilization efforts orchestrated by organized labor could not capture their political imagination in the way that more extreme ideologies could.
