The bill was introduced by my good friend and colleague from Texas, Representative Frost, and will provide for reasonable fees for expert witnesses and attorneys' fees in suits against the United States for compensation of patents used by the Government. In order to recover such fees under the bill, the owner of a patent would have to be an independent inventor, a nonprofit organization or an entity that had no more than 500 employees at any time dur ing the 5-year period preceding the use or manufacture of a patent invention which is offered the United States of America.
