Book excerpt: "This publication contains the main report of a study championing the case for increased public support to agricultural and food security in sub-Saharan Africa (SSA). It advances four main reasons why agriculture in SSA deserves more public support. The first is a moral imperative: SSA governments cannot and should not ignore a sector on which about 70 percent of their population directly depend for their livelihoods if they are serious about their commitment to MDG1. Second, in spite of its generally poor performance, SSA countries do not have any realistic strategic option that they can rely upon for achieving sustainable economic development other than agriculture. Third, there is evidence from a number of SSA countries that appropriate policies and direct public sector investment have combined to trigger agriculture sector-led economic growth. This publication argues for countries to build on their success stories and for others to explore such opportunities, taking into account their specific environmental, economic and social conditions. Fourth, on average, agriculture in SSA has generally performed better than most other sectors, except in countries endowed with mineral resources."--Publisher's description.

This area represents the only region of the world where food production per capita has declined during the past 20 years, where approximately 150 million people are malnourished. Two widely discussed theories have been offered to explain the decline in good production: the theory of underdevelopment, the theory of comparative advantage. However, these theories (and policies based on them) have serious limitations. Environmental constraints to developing agricultural strategies for agricultural development promotion in Africa also are discussed. The weakness of food aid as a long-term benefit is described. Book excerpt: Food aid remains contentious, in part because of presumed producer significant in adding to food availability in many low-income countries in sub-Saharan Africa, helping to reduce the gap between food consumption needs and supply from domestic production and inventories and commercial imports. Food aid remains a contentious subject, however, and there have been many recent pleas for more effective use of the resource. This study explores how food aid might be used for domestic food market development to facilitate poverty alleviation and economic growth. There are obvious risks to using food aid for market development, just as there have been in using food aid to try to stimulate agricultural development. Because food aid necessarily expands local food supply, it needs to be well targeted if adverse producer price effects are to be avoided. In particular, if food aid can be targeted so as to relieve short-term working capital and transport capacity constraints to the development of downstream processing and distribution capacity in recipient country food marketing channels, for example by helping build farmer cooperative groups, then food aid could have salutary effects on sub-Saharan African agriculture.

Based on field research in Tunisia, Botswana, Upper Volta and Lesotho, it considers aid from the UK, EEC, USAID, the World Food Programme, Canada and France, and draws a number of policy-orientated conclusions about the impact of food aid on nutrition, consumer prices and agricultural production. In the light of the evidence from field studies it is shown that many of the claims advanced by food aid supporters and by critics cannot be sustained, and that the real impact of food aid is rather different from that assumed by the conventional wisdom on the subject.

The lack of food and the degradation of agricultural land have forced policymakers to reassess agricultural strategies for the region. The author sets out the common elements required for agricultural and rural development throughout the region. The strategy presented in this paper comprises elements from several development sectors, including transport, water supply, education, finance, and the environment. The author makes five broad recommendations to promote Region: adoption of policies to promote private sector farming and agricultural marketing, processing, and credit development and distribution of new technologies inclusion of farmers in decisions affecting their livelihood development of infrastructure and social programs in support of agriculture improved management of natural resources Projections of the likely effects of the proposed policies and investments are included. Tables throughout the text present statistics on agricultural growth rates, commodity prices, and deforestation in the region. An annex contains more general tables, with information on population growth and fertility rates, land use, agricultural exports, and droughts. The strategies suggested in this paper will be of interest to policymakers, academics, and to development practitioners involved in African agriculture.
