Book excerpt: In March of 2020, the world was forever changed when the World Health Organization (WHO) declared a global pandemic due to the emergence of a disease called COVID-19. During a time of global pandemic, society attempted to slow the spread of disease before vaccinations were developed through techniques such as social distancing and the use of Personal Protective Equipment (PPE). As a result, the demand for PPE surged to historical records, and supply was not able to meet demand. This resulted in worldwide shortages for all different types of PPE, and even healthcare providers struggled to obtain the necessary PPE to protect themselves while treating COVID-19 patients. Therefore, the intent of this research is to provide a list of best practices and recommendations for contingency planning after COVID-19, specifically for the PPE industry. Current literature was reviewed and analyzed, and best practices were garnered from the literature. Three industry executives were also interviewed about their thoughts and experiences with PPE during the COVID-19 pandemic. Their opinions and recommendations were compared and contrasted with the best practices from literature, and ultimately a list of holistic best practices was developed and recommended for contingency planning. Best practices for contingency planning include enhancing the Strategic National Stockpile infrastructure, bringing more PPE manufacturing onshore in the U.S., improving end-to-end PPE inventory monitoring, filtering out misinformation on social media platforms, establishing clear guidelines on the reuse of PPE, and developing innovative ways for consumers to dispose of masks in order to mitigate environmental damage.

Book excerpt: Personal Protective Equipment (PPE) is usually required for pesticide applications, but how effective it actually is against exposure to chlorpyrifos, solvents and oils is unknown. Therefore, a pilot study has been created to get a more accurate estimate of whether or not there is pesticide breakthrough while wearing a half mask respirator and 15 mil nitrile gloves and if so, when that breakthrough occurs. An ambient sampling train and a sampling train behind a cartridge were created to compare the air concentrations in respirators, and positioned near the applicator during pesticide application. Passive media patches were placed underneath gloves to measure dermal exposure. Charcoal media was used to sample for horticultural oil, and PUF media was used to sample for chlorpyrifos. Two sites were sampled; chlorpyrifos and horticultural oil was sprayed at Site A and only horticultural oil was sprayed at site B. Media was changed out once a day. The sampling media was tested for hydrocarbons, alkanes, aromatics, chlorpyrifos, chlorpyrifos oxon, pentadecane, siloxanes and trimethyl benzene. The concentrations of the compounds were measured, and the frequency of breakthrough was calculated for each kind of media. A mass-to-mass ratio, comparing the ambient concentrations from the cartridge concentrations, was also calculated. The results show that the PPE that is worn is not providing adequate protection from the pesticides that are being sprayed, but more study is needed to elaborate on these results.

When it was published in the WHO Chronicle, 29, 397-401 (1975), an annex, which was not part of the Classification, illustrated its use by listing examples of classification of some pesticidal active ingredients and their formulations. Later suggestions were made by Member States and pesticide registration authorities that further guidance should be given on the classification of individual pesticides. Guidelines were first issued in 1978, and have since been revised and reissued every few years. Up until the present revision the original guidelines approved by the World Health Assembly in 1975 have been followed without amendment. In December, 2002 the United Nations Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals (UNCETDG/GHS) approved a document called 'The Globally Harmonized System of Classification and Labelling of Chemicals' with the intent to provide a globally-harmonized system1 (GHS) to address classification of chemicals, labels, and safety data sheets. The GHS (with subsequent revisions) is now being widely used for the classification and labeling of chemicals worldwide. For this revision of the Classification the WHO Hazard Classes have been aligned in an appropriate way with the GHS Acute Toxicity Hazard Categories for acute oral or dermal toxicity as the starting point for allocating pesticides to a WHO Hazard Class (with adjustments for individual pesticides where required). It is anticipated that few of the more toxic pesticides will change WHO Hazard Class as a result of this change. As has always been the case, the classification of some pesticides has been adjusted to take account of severe hazards to health other than acute toxicity (as described in Part II). The GHS Acute Toxicity Hazard Category for each pesticide is now presented alongside the existing information"--Page 1.
