Rural women in developing countries have longer working days than men because of their triple roles as farmers, caretakers of their families and cash earners through income-generating activities and microfinance. In addition, increasing drought and deforestation in many parts of the world make women's workload even more burdensome as they have to walk ever-longer distances to find firewood and clean water. The multiple roles of women can act as an obstacle to development interventions, which often put additional pressure on women's time. Women's heavy workload reduces the time available for participation in project-related activities or affects their ability to care for their families. Ensuring women's access to labour-saving technologies for water, energy and farm-related activities is fundamental, and the need for such technologies is greater than it has ever been before. This timely publication looks back at three decades of experiences in introducing labour-saving technologies and practices to rural women and in combating persistent gender discrimination in access and control. It also takes into account major developments in science, technology and innovation over the last several years and shows they can benefit women.

Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider women’s empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, women’s empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of women’s empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventions—cash transfer programs, agricultural interventions, and microfinance programs—on women’s empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on women’s empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on women’s empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventions—specifically home gardening and dairy projects—show mixed impacts on women’s empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on women’s empowerment, evidence is also mixed, although more recent reviews do not find any impact on women’s empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.

Despite the growth of women's history and rural social history in the past thirty years, the work performed by women who lived in the nineteenth-century English countryside is still an under-researched issue. Verdon directly addresses this gap in the historiography, placing the rural female labourer centre stage for the first time. The involvement of women in the rural labour market as farm servants, as day labourers in agriculture, and as domestic workers, are all examined using a wide range of printed and unpublished sources from across England. The roles village women performed in the informal rural economy (household labour, gathering resources and exploiting systems of barterand exchange) are also assessed. Changes in women's economic opportunities are explored, alongside the implications of region, age, marital status, number of children in the family and local custom; women's economic contribution to the rural labouring household is established as a critical part of family subsistence, despite criticism of such work and the rise in male wages after 1850. They make up 50% of the workforce and participate in the production of half the food in the agricultural sector. For example, rural women make up about 70 to 80% of agricultural workers in sub-Saharan Africa, 65% in Asia, 45% in Latin American and Caribbean, 80% in Nigeria and Tunisia and 80% in India, but their role is in the production system it is a man’s role to add and this creates a huge burden within the mother and wife’s activities and takes a lot of time and energy for them. Research in this field shows that women spend about two thirds of their time in the production, management, and management of their homes, while men spend about a third of their time doing such things. A housewife helps to set up a farm, then ploughs, harvests, weeds and plants, milks and weaves, weaves carpets, tries to make tools and crafts, bakes bread, cooks, does housekeeping, fetches water from wells and far away, fetches firewood, cares for children, weaves wool and makes curd, butter milk, yoghurt, butter and oil. On top of all this, she is the manager of mom and family too. Although women are at home in developing countries producing about 80% of the food and have a responsibility to look after about 30% of rural households, their jobs are not considered economic activity and are simply removed from agricultural and rural development programs.

The findings elaborated in this paper feed a set of recommendations provided for policy makers and development partners. A gender-transformative approach at community and household level is suggested as a way forward to promote women’s increased control over the allocation of their time.
