Dr. David Jablonsky, Professor of National Security Affairs at the Army War College, posits that the current challenge is to understand the role of both change and continuity in the dual aftermath of the end of the Cold War and a great military victory in the Persian Gulf War. The seeming end to the threat posed by the East-West confrontation of the past fifty years notwithstanding, the international community still looks to the United States, the world s only superpower, for leadership. But, argues Dr. Jablonsky, the U.S. military is caught between having to trim its size and force structure on the one hand, while preparing for a plethora of nontraditional missions on the other. Dr. Jablonsky makes the case that despite the vastly changed world order, basic principles of international relations still apply, and the United States would be ill-served by abandoning those principles. The current U.S. national security strategy and its derivative national military strategy are, indeed, products of change and continuity resulting from the dynamics established in inter-state relations over the past fifty years as well as by the end of the Cold War. For whatever else may have changed, national security remains the primary duty of the nation-state and the responsibility for achieving that mission still belongs to the military.

US global responsibilities require global capabilities, despite a regional focus in implementing the strategy. We must apply all our strengths and work with allies and friends to assure stability in a troubled and complex world. This means our smaller forces must be made stronger and more versatile but remain built on the same strong foundation of outstanding people.

Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Book excerpt: Perceptions of time contributed to recent Western military failings The “decline of the West” is once again a frequent topic of speculation. Often cited as one element of the alleged decline is the succession of prolonged and unsuccessful wars—most notably those waged in recent decades by the United States. This book by three Danish military experts examines not only the validity of the speculation but also asks why the West, particularly its military effectiveness, might be perceived as in decline. Temporality is the central concept linking a series of structural fractures that leave the West seemingly muscle-bound: overwhelmingly powerful in technology and military might but strategically fragile. This temporality, the authors say, is composed of three interrelated dimensions: trajectories, perceptions, and pace. First, Western societies to tend view time as a linear trajectory, focusing mostly on recent and current events and leading to the framing of history as a story of rise and decline. The authors examine whether the inevitable fall already has happened, is underway, or is still in the future. Perceptions of time also vary across cultures and periods, shaping socio-political activities, including warfare. The enemy, for example, can be perceived as belong to another time (being “backward” or “barbarian”). And war can be seen either as cyclical or exceptional, helping frame the public's willingness to accept its violent and tragic consequences. The pace of war is another factor shaping policies and actions. Western societies emphasize speed: the shorter the war the better, even if the long-term result is unsuccessful. Ironically, one of the Western world's least successful wars also has been America's longest, in Afghanistan. This unique book is thus a critical assessment of the evolution and future of Western military power. It contributes much-needed insight into the potential for the West's political and institutional renewal.

At the same time, the U.S. Department of Defense—military forces and DOD agencies—is the largest single energy consumer in the United States and the world’s largest institutional greenhouse gas emitter. In this eye-opening book, Neta Crawford traces the U.S. military’s growing consumption of energy and calls for a reconceptualization of foreign policy and military doctrine. Only such a rethinking, she argues, will break the link between national security and fossil fuels. The Pentagon, Climate Change, and War shows how the U.S. economy and military together have created a deep and long-term cycle of economic growth, fossil fuel use, and dependency. This cycle has shaped U.S. military doctrine and, over the past fifty years, has driven the mission to protect access to Persian Gulf oil. Crawford shows that even as the U.S. military acknowledged and adapted to human-caused climate change, it resisted reporting its own greenhouse gas emissions. Examining the idea of climate change as a “threat multiplier” in national security, she argues that the United States faces more risk from climate change than from lost access to Persian Gulf oil—or from most military conflicts. The most effective way to cut military emissions, Crawford suggests provocatively, is to rethink U.S. grand strategy, which would enable the United States to reduce the size and operations of the military.
