Book excerpt: In Historical Aspects of Standard Negation in Semitic Ambjörn Sjörs investigates the grammar of standard negation in a wide selection of Semitic languages. The bulk of the investigation consists of a detailed analysis of negative constructions and is based on a first-hand examination of the examples in context. The main issues that are investigated in the book relate to the historical change of the expression of verbal negation in Semitic and the reconstruction of the genealogical relationship of negative constructions. It shows how negation is constantly renewed from the reanalysis of emphatic negative constructions, and how structural asymmetries between negative constructions and the corresponding affirmative constructions arise from the linguistically conservative nature of negative vis-à-vis affirmative clauses.

The fifteen contributions assembled in this volume study similative and equative constructions in typologically and genetically distant languages, albeit with a focus on Africa, and from a range of perspectives. Purely synchronically oriented case studies are supplemented by contributions that also shed light on the diachronic development of similative and equative constructions in language contact situations. Sources of similative morphemes and lexically expressed concepts of likeness are examined, and little-known multifunctionality patterns and grammaticalisation targets of similative morphemes – such as purpose clause markers, modality morphemes and markers of glottonyms – are discussed. Based on a sample of 119 languages worldwide, a new typology of equative constructions is proposed. The book should be of interest to typologists, semanticists, specialists of grammaticalization, historical linguistics and syntax.

In the 1870s/1880s, the Habab were subjected to pressures from the strong characters ruling in the surrounding lands: Ras Alula in the Hamasien, the Mahdist Emir Osman Digna, Colonel Kitchener, Governor of the Anglo-Egyptian enclave of Suakin, and in Massaua the Egyptians and later the Italians. In 1887, the Kantibai of the Habab signed a treaty of Protection with the Italians. In the period from 1887 to 1895, the Habab, in a fraught process, had to come to terms with the European concept of sovereignty. Anthony D'Avray's work is primarily based on documents left by Italian administrators based at Nakfa in Eritrea in the late 19th century. They reported matters of current importance, and also the extensive oral traditions of the Habab and other peoples of the Red Sea coasts. Other primary sources, notably from the Public Record Office in London supplement the Nakfa documents.

Book excerpt: In the early and mid-1940s, during the period of British wartime occupation, community and religious leaders in the former Italian colony of Eritrea engaged in a course of intellectual and political debate that marked the beginnings of a genuine national consciousness across the region. During the late 1940s and 1950s, the scope of these concerns slowly expanded as the nascent nationalist movement brought together Muslim activists with the increasingly disaffected community of Eritrean Christians. The Eritrean Muslim League emerged as the first genuine proindependence organization in the country to challenge both the Ethiopian government’s calls for annexation and international plans to partition Eritrea between Sudan and Ethiopia. The league and its supporters also contributed to the expansion of Eritrea’s civil society, formulating the first substantial arguments about what made Eritrea an inherently separate national entity. These concepts were essential to the later transition from peaceful political protest to armed rebellion against Ethiopian occupation. Paths toward the Nation is the first study to focus exclusively on Eritrea’s nationalist movement before the start of the armed struggle in 1961.

Book excerpt: The Ethiopian-Eritrean federation, a product of a United Nations resolution, came into existence in 1952 and was abolished ten years later. The primary objective of this book is to examine the rise and the fall of the federation in the nght of present-day realities. This central theme is placed in context by a reconstruction of Eritrean political organizations during the crucial postwar years. The work includes a short account of the war between Eritrean nationalist forces and the Ethiopian government, which led up to the emergence of Eritrea as a sovereign state. Based primarily on archival sources at the Public Record Office in London, Eritrea and Ethiopia argues that no other group in the region has repeatedly succeeded in shaping its political destiny as the Tigreans of Eritrea have. Negash maintains that the federation was abolished by Eritrean social and political forces rather than by Ethiopia. The UN-imposed federation, together with its accompanying constitution, were doomed to fail, as these were foreign to Eritrean and Ethiopian conceptions of political power. The attempts of the Eritrean Moslem League to defend and maintain the federation were frustrated by internal contradictions, by the Unionist party, and by misconstrued perceptions of the division of powers between Eritrea and Ethiopia. The author looks closely at the impact of the British period on Eritrean society. Such an examination provides a better understanding of the background to the conflict and it is an important part of Eritrean political and social history. This book is the story of the slow but steady dissolution of the federation as seen and observed by the British diplomatic corps. Between 1952 and 1962, there were about thirty British nationals assigned to the Eritrean government. These expatriates kept in touch with the British consulate-general whose responsibility was to protect the interests of British nationals as well as to report developments to London. The conclusions and interpretations found in this book are, to a great extent, based on that documentation. Eritrea and Ethiopia is the first study of its kind to follow the rise and fall of the federation. It will be a challenging and insightful read for students of African affairs, diplomatic historians, policy studies scholars, and political theorists.

Societies must, first and foremost, do more than wrangle over ownership and land rights — they must dwell in space. Yet, historically the interactions between the state’s territorial imperative with previous forms of landscape management have unfolded in a variety of ways, including top-down imposition, resistance, and negotiation between local and external actors. These interactions have resulted in hybrid forms of territoriality, and are often fraught with fundamentally different perceptions of landscape. This book foregrounds these experiences and draws attention to situations in which different social constructions of space and territory coincide, collide, or overlap. Each ethnographic case in this volume presents forms of territoriality that are contingent upon contested histories, politics, landscape, the presence or absence of local heterogeneity and the involvement of multiple external actors with differing motivations — ultimately all resulting in the potential for conflict or collaboration and divergent implications for conceptions of community, autochthony and identity.

The Greater Horn of Africa (GHA) is engulfed by three interrelated crises: various inter-state wars, civil wars, and inter-communal conflicts; an economic crisis manifested in widespread debilitating poverty, chronic food insecurity and famines; and environmental degradation that is ravaging the region. While it is apparent that the countries of the region are unlikely to be able to deal with the crises individually, there is consensus that their chances of doing so improve markedly with collective regional action. The contributors to this volume address the need for regional integration in the GHA. They identify those factors that can foster integration, such as the proper management of equitable citizenship rights, as well as examining those that impede it, including the region's largely ineffective integration scheme, IGAD, and explore how the former can be strengthened and the latter transformed; explain how regional integration can mitigate the conflicts; and examine how integration can help to energise the region's economy. Kidane Mengisteab is Professor of African Studies and Political Science at Penn State University; Redie Bereketeab is a researcher at the Nordic Africa Institute, Sweden.
