Book excerpt: En tiempos " postutópicos " como los que corren, profundizar en la democracia parece ser uno de los pocos proyectos capaces de generar ilusión suficiente como para salvarnos del vacío producido por el éxito de haberla alcanzado. Pero para comprenderlo no estará de más averiguar en qué negocio nos estamos embarcando, y preguntar a liberales, demócratas, socialistas, tecnólogos, representacionistas y participacionistas qué idea de democracia ofrecen en que valga la pena profundizar. Curiosamente mientras los partidarios de la democracia política representativa discuten con los de la participativa, la respuesta parece venir hoy de la sociedad civil, de aquellos sectores en que los hombres concretos, raíz de cualquier forma de organización social, exigen ser tenidos significativamente en cuenta en las decisiones que les afectan, que es en definitiva la exigencia de una democracia radical. Son , pues, los distintos ámbitos de la llamada " ética aplicada " -La bioética y la GenÉtica, la ética de la empresa y de la educación, la ética de la información y la ecoética- los que están que se realicen los ideales de una democracia que vaya a la raíz. Pero eso sí: no cualquierética aplicada, sino aquella que entiende, desde una determinada antroponomía, que cada hombre es un interlocutor válido, al que es ineludible tener en cuenta. La realización de una democracia radical exige, entonces, emprender en todos los ámbitos e instituciones una revolución ética.

Book excerpt: Once one of the world's largest staple food producers, Angola is now known as a major oil exporter - the second largest producer in sub-Saharan Africa. Angola is also the world's fourth largest producer of rough diamonds in terms of value, with the potential to become one of the leading global diamond producers. In addition to oil and diamonds, the country is well endowed with agricultural resources which remain mostly untapped. However, despite the country's significant natural wealth, a prolonged civil war, the rapid development of the oil sector, and the policies pursued after Independence in 1975 have left the Angolan economy in a unique situation, characterized by very uneven indicators of development. The Angolan economy is now experiencing massive oil windfall gains that are expected to last throughout the next decade. Since oil rents are to a large part concentrated in the public sector, the question of how the oil revenue should be spent and distributed across present and future generations becomes key to any economic development strategy. This study identifies six core areas where a strategic approach for the development of a broad-based growth strategy is required: (i) the incomplete transition to a market economy; (ii) macroeconomic management; (iii) governance and transparency in the management of the mineral wealth; (iv) the business environment; (v) agriculture; and (vi) public service delivery to the poor.

Book excerpt: Cultures around the world have regarded self-fulfillment as the ultimate goal of human striving and as the fundamental test of the goodness of a human life. The ideal has also been criticized, however, as egotistical or as so value-neutral that it fails to distinguish between, for example, self-fulfilled sinners and self-fulfilled saints. Alan Gewirth presents here a systematic and highly original study of self-fulfillment that seeks to overcome these and other arguments and to justify the high place that the ideal has been accorded. He does so by developing an ethical theory that ultimately grounds the value of self-fulfillment in the idea of the dignity of human beings. Gewirth begins by distinguishing two models of self- fulfillment--aspiration-fulfillment and capacity-fulfillment--and shows how each of these contributes to the intrinsic value of human life. He then distinguishes between three types of morality--universalist, particularist, and personalist--and shows how each contributes to the values embodied in self-fulfillment. Building on these ideas, he develops a Odialectical' conception of reason that shows how human rights are central to self-fulfillment. Gewirth also argues that self-fulfillment has a social as well as an individual dimension: that the nature of society and the obstacles that disadvantaged groups face affect strongly the character of the self-fulfillment that persons can achieve. Bold in scope and rigorous in execution, Self-Fulfillment is a powerful new contribution to moral, social, and political philosophy.
