Until recently unions in Hong Kong, Japan, Malaysia, Singapore, South Korea, Taiwan, and Thailand were uniformly hostile towards foreign workers, but Ford deftly shows how times and attitudes have begun to change. Now, she argues, NGOs and the Global Union Federations are encouraging local unions to represent and advocate for these peripheral workers, and in some cases succeeding. From Migrant to Worker builds our understanding of the role the international labor movement and local unions have had in developing a movement for migrant workers' labor rights. Ford examines the relationship between different kinds of labor movement actors and the constraints imposed on those actors by resource flows, contingency, and local context. Her conclusions show that in countries—Hong Kong, Malaysia, and Thailand—where resource flows and local factors give the Global Union Federations more influence local unions have become much more engaged with migrant workers. But in countries—Japan and Taiwan, for example—where they have little effect there has been little progress. While much has changed, Ford forces us to see that labor migration in Asia is still fraught with complications and hardships, and that local unions are not always able or willing to act.

The book boldly argues that States benefitting from the labour of migrant workers share responsibility under international human rights law to mitigate harms to the children of these workers, including by supporting effective measures to maintain transnational child-parent relationships. It identifies measures to incorporate children’s best interests into temporary labour migration policies, offering ways to reduce interferences with children’s family rights. This book fills a gap that emerges at the intersection of child rights studies, migration research and existing literature on the purported nexus between labour migration and international development. In this sense the debates among and between Marxist and orthodox economic historians about the incompatibility of capitalism and unfree labor are moot: the International Labour Organisation has identified forced, coerced, and unfree labor as a contemporary issue of global concern. Previously hidden forms of unfree labor have emerged in parallel with several other well-documented trends affecting labor conditions, rights, and modes of regulation. These evolving types of unfree labor include the increasing normalization of contingent work (and, by extension, the undermining of the standard contract of employment), and an increase in labor intermediation. The normative, political, and numerical rise of temporary employment agencies in many countries in the last three decades is indicative of these trends. It is in the context of this rapidly changing landscape that this book consolidates and expands on research designed to understand new institutions for work in the global era. This edited collection provides a theoretical and empirical exploration of the links between unfree labor, intermediation, and modes of regulation, with particular focus on the evolving institutional forms and political-economic contexts that have been implicated in, and shaped by, the ascendency of temp agencies. What is distinctive about this collection is this bi-focal lens: it makes a substantial theoretical contribution by linking disparate literatures on, and debates about, the co-evolution of contingent work and unfree labor, new forms of labor intermediation, and different regulatory approaches; but it further lays the foundation for this theory in a series of empirically rich and geographically diverse case studies. Book excerpt: Temporary agency work has been a central topic of employment discourse in recent years, and the flexible working arrangements it can provide individuals and organisations has served to increase this attention in the current economic climate. Temporary employment agencies can provide organisations with fast access to potential staff and individuals with a variety of flexible working opportunities. However, negative worker experiences and the lack of contractual protection have been a source of criticism that resulted in the EU’s adoption of the Agency Workers Directive towards the end of 2011. This study is concerned with assessing the impact of the UK temporary employment industry in assisting agency workers since the year 2000, and incorporates four research questions: (1) To what extent have temporary employment agencies provided employment opportunities to vulnerable groups since the year 2000? (2) How are individuals psychologically affected by working as temporary agency workers, and what are the implications? (3) Individual agency workers often interact with several different groups including temporary employment agencies, third party employers, permanent workers and trade unions. Are there tensions that exist between these groups, and how do they manifest themselves? (4) Recent legislative development has occurred with the adoption of the Agency Workers Directive. What are the implications for individual agency workers and temporary employment agencies? The study incorporates semi-structured interviews with agency workers and their permanent colleagues, as well as recruitment consultants and their clients. Additional data from participants’ follow-up interviews and analysis of researcher diary extracts serve to build a picture of the temporary employment industry at an individual and organisational level. The findings of the study include the influence that motive can have upon how agency workers view their ensuing employment, the negative psychological impact that reduced contractual obligation can have upon the individual, and the detrimental outcomes that can result from the short-term and cyclical nature of agency employment. Further findings are also discussed, and the text concludes by outlining the study’s contribution to knowledge.

Indentured contract workers are perhaps the most revealing example of bonded labour in the grey area between the poles of chattel slavery and 'free' wage labour. This interdisciplinary volume addresses historically and regionally specific cases of bonded labour relations from the 18th century to sponsorship systems in the Arab Gulf States today.

Since 1990, temporary employment has grown enormously and has gained a larger value than before (Luo, Mann, Holden, 2010). In many companies, temporary work has become an alternative form of employment to cover additional work or personnel shortfalls. Due to this, the social image of temporary employment has increased slightly. Nowadays, companies use temporary employees as an alternative to reduce their cost and remain profitable and competitive in the market (Eisenberg, 1999). This means that many companies use temporary employees to supplement their personnel needs and as a strategy to reduce their personnel cost. Depending on the situation, temporary employment agreements can be both beneficial and harmful to companies (Kirk, Belovics, 2008). On the other hand, temporary work has struggled against quite a negative image. Headlines, such as modern slavery, have been consolidated in connection with temporary work. This assumption highlights that temporary employment is used by companies to reduce labour costs and shift employment risks away from companies to- wards the employees. Therefore, it could be argued why temporary employees offer their manpower at the lowest possible wages without job security or career prospects. A fundamental question that arises here is how temporary employment can be integrated into existing labour and social structures of the company in the event of durable and intensive use and what measures should be considered by companies. According to this, the purpose of this paper is to analyse whether temporary work is a viable alternative to traditional employment. In particular, the advantages of temporary work will be discussed in association with the risks. Looking at the processes of recruitment and the integration of additional decision-making structures, such as the works council, makes it clear that the use of temporary employment requires particular requirements within the internal communication.

Book excerpt: Despite its geographic and industry expansion as part of the ongoing globalisation of service activity, temporary agency work (TAW) is relatively understudied. TAW is characterised by a distinct triangular structure where workers are typically hired by staffing or employment agencies while being ’dispatched’ to firms that use them as a type of temporary or non-regular labour. This agency-mediated labour dispatching, as a newly institutionalised industry, has registered rapid growth rates over recent decades across vast swathes of the globe. To a great degree, TAW is part of a wider structural transformation of work and employment under neoliberalism. Arguably, controversy over the expanding non-regular workforce is at its most acute when it comes to unsavoury labour-selling practices. In this connection, TAW is an exemplary field in which to examine today’s ’flexible’ capitalism and its concomitant phenomenon, i.e. ’inequality’. Featuring holistic and interdisciplinary perspectives, this edited collection provides a comprehensive overview of TAW, in an international context. It reveals how the TAW industry is intertwined with the changing relationship between the state, corporations and labour unions at the institutional-structural level, and also the perceptions and experiences of ordinary workers in everyday practice.
