Historical criminologist Paul Bleakley addresses this by examining a series of intersecting cases of police corruption in Queensland, Australia. The protection and extortion of illegal gambling operators and sex workers were only the most visible features of a decades-long, pervasive culture of corruption in the state’s law enforcement agency. Even more dangerous—and far harder to prosecute—was the corrupt bargain between the police and the state’s conservative government, which gave law enforcement free rein to profit from criminalized vice in return for supporting the government’s repression and persecution of its political enemies, from punk music fans to gay men to left-wing protestors. While intimidating members of the political opposition, the police also protected friends and allies from criminal prosecution, even for offenses as serious as child sex abuse. When journalists and investigators revealed this corrupt bargain in 1987, the premier was forced from office and the police commissioner went to prison. But untangling politics from policing proved—and continues to prove—far more difficult in societies around the world. Book excerpt: Historian Jennifer Harrison’s latest book Fettered Frontier, Founding the Moreton Bay Settlement 1822–1826, a companion volume to Shackled: Female Convicts at Moreton Bay 1826 –1839 (2016) investigates the struggle to locate and establish an outpost in remote Moreton Bay. She uses original government correspondence, diaries, journals and maps and also examines the many mangled foundation stories from the time of the original site at Redcliffe and its removal to a location on the Brisbane River. The search for the river involved several exploratory voyages, the discovery of convict timber getters who had totally lost their bearings and the helpful local Aboriginal people. The stream, shrouded by mangroves, was finally discovered. A significantly sized waterway, it was appropriately named for Governor Sir Thomas Brisbane as was the campsite on its bank. Much research has concentrated on accurately re-creating economic, climatic and legal back stories together with defining the characters who made the decisions in London, Port Jackson (Sydney) and locally as well as the convicts who undertook the heavy manual work. Happy 200th Birthday, Brisbane — you have come a long way.

Book excerpt: The red cliffs at the modern day City of Redcliffe, to the north of Brisbane, have witnessed many changes since Matthew Flinders landed there in 1799. In those days,the Ningy Ningy people of Redcliffe and Toorbul lived a traditional life, hunting and fishing as their forefathers had done before them for thousands of years. The first half of this novel describes their life. Matthew Flinders noted the names of three of the people, Yelbah, Bomaringo and Yewoo and these are taken as the main characters in this book. Their lives changed in 1823 when they welcomed the three castaways, Thomas Pamphlett, Richard Parsons and John Finnegan, who had been blown off course in a storm. These men had been collecting cedar for the Sydney Penal Colony and were eventually thrown ashore at Moreton Island. After many privations, they arrived at present day Redcliffe where they lived with the Aboriginals of the Ningy Ningy clan for three months. Later they lived with the Joondoobarrie clan on Bribie Island where they were rescued by John Oxley in November of the same year. The Red Cliffs is a historical novel which describes the interaction of the Ningy Ningy and Joondoobarrie people with these three castaways before they were rescued and when Pamphlett returned as a convict at the Moreton Bay Penal settlement in 1827. The convicts were viewed as outcasts of their society, just as the tallabilla were outcasts of the Aboriginal society. The red cliffs were known as the cliffs of running blood, or Kau-in Kau-in, by the Aboriginal people and these cliffs witnessed the shedding of the blood of the convicts and of their people.

They assimilated to varying degrees into an Indigenous way of life and, for the most part, both parties mourned the white people's return to European life. Tall hills, abrupt and rugged, shut in a deep and tortuous valley, formed by the meeting of smaller coombs; houses, which seem dropped rather than built, crowd the valley and its rocky ledges; a rapid rivulet dances in and out among the dwellings, till its voice is lost in the waters of a tidal haven, thronged with fishing boats and guarded by its Peak of serried rock." The Doctor after this first modest mention of "a rivulet" invariably writes of it as "the River," and by no other name does Polpier speak of it to this day. On the lower or seaward side of the bridge-end, where the channel measures some three yards across, the flank of his house leaned over the rushing water, to the sound of which he slept at night. Across the stream the house of Mr Barrabell, clerk, leaned forward at a more pronounced angle, so that the two neighbours, had they been so minded, might have shaken hands between their bedroom windows before retiring to rest. Tradition reports this Mr Barrabell (though an accountant for most of the privateering companies in Polpier) to have been a timorous man: and that once the Doctor, returning home in the small hours from a midwifery case, found his neighbour and his neighbour's wife hiding together under his bed-clothes. Upon an alarm that Bonaparte was in the town, they had bridged the stream with a ladder to the Doctor's open window and clambered across in their night-clothes. It is reported also that, on the transit, Mrs Barrabell was heard to say, "Go forward, Theophilus! Th' Old Doctor knows all aboutme, if he don't about you. You can trust en to the ends of the world." "That's right enough, ma'am," said the Doctor in his great way; "but you appear to have gone a bit further." A variant of the story has it that Mrs Barrabell was found beneath the bed, and her spouse alone between the bed-clothes, into which he had plunged with an exhortation, "Look after yourself, darling!" "And what do you think Theophilus found under that magnificent man's bed?" she asked her neighbours next day. "Why, naught but a plumed hat in a japanned case; no trace of alarm, and yet ready there against any emergency."
