I Each of them touches on a different dimension of the situation: the historical, the temporal, the spatial. But the reader, perusing the essays with the situation in mind, should remember that the desegregation situation should not be inter preted literally. Authorities and adults certainly, school-age children probably, are influenced by their awareness of a sequence of past and future situations. Some may even operate with William James's (1890, p. 608) notion of "the specious present" that "has melted in our grasp, fled ere we could touch it, gone in the instant of becoming," thus reducing the potency of the present situation. Others may be dancing to a slower tempo of change, thus becoming more responsive to the present situation. Whatever the perceived tempo, many must share the view that the future may reverse the direction of the past. Some may see that new future direction as unswerving, unending, or long-lasting; others may see it as short-lived. And it is through attention to the phenomenological description of desegregation that these issues can be explored; a theme that is considered in several of the following chapters.

However uncomfortable this might be, the genie of British cultural studies cannot be returned to the bottle of history. Thus, national versions of cultural studies have arisen in a few African countries. This book engages two critical and seemingly contradictory tasks: i) to contribute to the development of cultural studies from the perspectives of African experiences and indigenous frames of reference; and ii) to examine these in terms of transnational trajectories of the field in ways that do not reduce them to one or other context. Much cultural studies remains concerned with Texts, often disconnected from their contexts. For the authors published here, the contexts include African philosophies, cosmologies and ontologies. It includes the writings of both residential natives and those who have re-located to the diaspora, a spread that opens conversations with international approaches that both include and exclude African experiences and work. Drawing on the expertise of social scientists, civil rights attorneys, and policy analysts, these original essays present the first comprehensive examination of housing integration and federal policy covering the last two decades. This collection examines the ambiguities of federal fair housing law, the shifting attitudes of white and black Americans toward housing integration, the debate over racial quotas in housing, and the efficacy of federal programs. Title VI of the Civil Rights Act of 1964 banned discrimination in federally assisted housing, and Title VIII of the Civil Rights Act of 1968 banned discrimination in most of the private housing market. Housing Desegregation and Federal Policy shows that America has made only modest progress in desegregating housing, despite these federal policies. Providing a balanced assessment of federal policies and programs is complicated because of disagreement over the nature of the federal government's role in this area. Disagreements over the meaning of federal law coupled with white and black disinterest in desegregation have compounded the difficulties in promoting residential integration.
