Book excerpt: While most children learn to read fairly well, there remain many young Americans whose futures are imperiled because they do not read well enough to meet the demands of our competitive, technology-driven society. This book explores the problem within the context of social, historical, cultural, and biological factors. Recommendations address the identification of groups of children at risk, effective instruction for the preschool and early grades, effective approaches to dialects and bilingualism, the importance of these findings for the professional development of teachers, and gaps that remain in our understanding of how children learn to read. Implications for parents, teachers, schools, communities, the media, and government at all levels are discussed. The book examines the epidemiology of reading problems and introduces the concepts used by experts in the field. In a clear and readable narrative, word identification, comprehension, and other processes in normal reading development are discussed. Against the background of normal progress, Preventing Reading Difficulties in Young Children examines factors that put children at risk of poor reading. It explores in detail how literacy can be fostered from birth through kindergarten and the primary grades, including evaluation of philosophies, systems, and materials commonly used to teach reading.

Book excerpt: In Freedom on the Offensive, William Michael Schmidli illuminates how the Reagan administration's embrace of democracy promotion was a defining development in US foreign relations in the late twentieth century. Reagan used democracy promotion to refashion the bipartisan Cold War consensus that had collapsed in the late 1960s amid opposition to the Vietnam War. Over the course of the 1980s, the initiative led to a greater institutionalization of human rights—narrowly defined to include political rights and civil liberties and to exclude social and economic rights—as a US foreign policy priority. Democracy promotion thus served to legitimize a distinctive form of US interventionism and to underpin the Reagan administration's aggressive Cold War foreign policies. Drawing on newly available archival materials, and featuring a range of perspectives from top-level policymakers and politicians to grassroots activists and militants, this study makes a defining contribution to our understanding of human rights ideas and the projection of American power during the final decade of the Cold War. Using Reagan's undeclared war on Nicaragua as a case study in US interventionism, Freedom on the Offensive explores how democracy promotion emerged as the centerpiece of an increasingly robust US human rights agenda. Yet, this initiative also became intertwined with deeply undemocratic practices that misled the American people, violated US law, and contributed to immense human and material destruction. Pursued through civil society or low-cost military interventions and rooted in the neoliberal imperatives of US-led globalization, Reagan's democracy promotion initiative had major implications for post–Cold War US foreign policy.

Book excerpt: This book provides a detailed account of an educational experiment in a middle school in Shanghai, China. The school, called Zhabei No. 8 Middle School (hereafter No. 8 School), is located in a run-down, lower working class district. Since the mid-1980s the school has experimented on an educational reform program called success education, aiming to help those at-risk students to be successful in school. This book illustrates how this educational experiment has been carried out and to identify experiences that could be learned by the international educational community. The book analyzes the critical role played by Principal Liu Jinghai, and particular attention is paid to the strategies adopted by the school to help enhance students’ self-esteem through integrating love and care throughout the school’s curriculum and activities. The pivotal roles played by teachers called “class directors” are meticulously studied, and efforts the school has made to collaborate with parents and the local community are examined. An ethnographic approach was used to gather data in this study. A combination of interviews, participant observation, and document analysis was applied to arrive at a systematic and complex understanding of this educational endeavor in China.
