It explores three features of multiparty civil wars, conflicts that involve two or more insurgent groups and, frequently, anti-insurgent paramilitaries. The first chapter asks how competition for territorial control among violent non-state actors in multiparty conflicts affects civilians, particularly explaining why competition sometimes reins in civilian abuse and sometimes increases it. The second chapter explores the dynamics of individual combatant defection in multiparty civil wars. It asks why some fighters choose to remain within their armed group, some join a rival armed group, and still others demobilize and leave the conflict altogether. The third chapter examines how development programs in active conflict zones affect the dynamics of violence, especially how increased civilian loyalty to the government - which development assistance purchases - can lead to higher levels of violence by insurgents. The dissertation's geographic focus is the Colombian civil war, the Western Hemisphere's longest ongoing insurgency, yet each chapter assesses the relevance of the arguments and evidence for similar conflicts.

Restraint is also a deliberate strategic choice: governments and rebel groups often avoid targeting civilians and abide by international legal standards to appeal to domestic and international audiences for diplomatic support. This book presents a wide range of evidence of the strategic use of violence and restraint, using original data on violence against civilians in civil wars from 1989 to 2010 as well as in-depth analyses of conflicts in Azerbaijan, El Salvador, Indonesia, Sudan, Turkey, and Uganda.

It would be natural to suppose that warring groups form alliances based on shared identity considerations - such as Christian groups allying with Christian groups - but this is not what we see. Two groups that identify themselves as bitter foes one day, on the basis of some identity narrative, might be allies the next day and vice versa. Nor is any group, however homogeneous, safe from internal fractionalization. Rather, looking closely at the civil wars in Afghanistan and Bosnia and testing against the broader universe of fifty-three cases of multiparty civil wars, Fotini Christia finds that the relative power distribution between and within various warring groups is the primary driving force behind alliance formation, alliance changes, group splits and internal group takeovers.

In this extended treatment of this complex and important phenomenon, Michael Woldemariam examines why rebel organizations fragment through a unique historical analysis of the Horn of Africa's civil wars. Central to his view is that rebel factionalism is conditioned by battlefield developments. While fragmentation is caused by territorial gains and losses, counter-intuitively territorial stalemate tends to promote rebel cohesion and is a critical basis for cooperation in war. As a rare effort to examine these issues in the context of the Horn of Africa region, based upon extensive fieldwork, this book will interest both scholarly and non-scholarly audiences interested in insurgent groups and conflict dynamics.

In Part I, the book puts forward a thorough catalogue of modalities of conflict internationalization that includes outside intervention, State dissolution, and recognition of belligerency. It then specifically considers the legal qualification of complex situations that feature more than two conflict parties and contrasts the mechanism of internationalization of armed conflicts with the reverse process of de-internationalization. Part II of the book challenges the conventional wisdom that members of non-State armed groups do not normally benefit from combatant status. It argues that the majority of fighters belonging to non-State armed groups in most types of internationalized armed conflicts are in fact eligible for combatant status. Finally, Part III turns to belligerent occupation, traditionally understood as a leading example of a notion that cannot be transposed to armed conflicts occurring in the territory of a single State. By contrast, the book argues in favour of the applicability of the law of belligerent occupation to internationalized armed conflicts.

To arrive at the concept of 'quality peace', the authors evaluate the existing literature and identify a lack of a satisfactory means of measuring outcomes, and consequently how these might be researched comparatively. The volume problematizes the 'quality peace' concept as a way to understand the origins of armed conflict as well as problems deriving from the conflict dynamics and the need for social, political, and economic changes in the post-conflict periods. The book emphasizes five dimensions as crucial for quality peace in a post-accord society. Negotiations and agreements not only aim at avoiding the return of war but also seek to: (1) promote reconciliation, (2) develop mechanisms for resolving future disputes, (3) provide for reliable security, (4) open economic opportunities for marginalized segments of the population, and (5) generate space for civil society. These five dimensions together provide for quality peace after war. They are studied in the context of internal armed conflicts in which multiple parties have signed a peace agreement. This book will be of great interest to students of peace and conflict studies, civil wars, global governance, security studies, and International Relations in general.

Book excerpt: Anatomy of a Civil War demonstrates the destructive nature of war, ranging from the physical to the psychosocial, as well as war’s detrimental effects on the environment. Despite such horrific aspects, evidence suggests that civil war is likely to generate multilayered outcomes. To examine the transformative aspects of civil war, Mehmet Gurses draws on an original survey conducted in Turkey, where a Kurdish armed group, the Kurdistan Workers’ Party (PKK), has been waging an intermittent insurgency for Kurdish self-rule since 1984. Findings from a probability sample of 2,100 individuals randomly selected from three major Kurdish-populated provinces in the eastern part of Turkey, coupled with insights from face-to-face in-depth interviews with dozens of individuals affected by violence, provide evidence for the multifaceted nature of exposure to violence during civil war. Just as the destructive nature of war manifests itself in various forms and shapes, wartime experiences can engender positive attitudes toward women, create a culture of political activism, and develop secular values at the individual level. In addition, wartime experiences seem to robustly predict greater support for political activism. Nonetheless, changes in gender relations and the rise of a secular political culture appear to be primarily shaped by wartime experiences interacting with insurgent ideology.

This book argues that conflicts are longer when they involve more actors who can block agreement (veto players) and identifies specific problems that arise in multi-party bargaining. Quantitative analysis of over 200 civil wars since World War II reveals that conflicts with more of these actors last much longer than those with fewer. Detailed comparison of negotiations in Rwanda and Burundi demonstrates that multi-party negotiations present additional barriers to peace not found in two party conflicts. In addition, conflicts with more veto players produce more casualties, are more likely to involve genocide and are followed by shorter periods of peace. Because they present many barriers to peace, the international community has a poor track record of resolving multi-party conflicts. David Cunningham shows that resolution is possible in these wars if peace processes are designed to address the barriers that emerge in multi-party conflicts.
