Book excerpt: It shows that the reshaping of laws by citizens and courts after their enactment by the legislature might improve the decision process of the legislature and the public good outcomes that ensue. Chapter two is an empirical analysis of the dynamics of environmental legal rules. It uses the network of citations to legal precedent to test whether the dynamic body of law governing the environment is driven by political shifts in power or follows a process that is autonomous from these shifts in power. The results suggest that environmental law is now constitutionalized - its main principles entrenched in democratic culture rather than subject to the ebb and flow of democratic turnover of power. Chapter three also considers the dynamic aspects of governance. It uses a computational model to examine how political parties with different ideological commitments towards renewable energy might strategically use the path-dependence of technological transitions to shape policy over the long-term. It also examines how electoral pressures might constrain or help them in this endeavor.

But it was our aim and constant motivation to surprise him with this collection of essays in his honour. Konrad Hagedorn was reared as the youngest child of a peasant family on a small farm in the remote moorland of East Frisia, Germany. During his childhood in the poverty-ridden years after the Second World War, he faced a life where humans were heavily dependent on using nature around them for their livelihoods; meanwhile, he learned about the fragility of the environment. As a boy, he - tended a one-room schoolhouse, where his great intellectual talents were first r- ognised and used for co-teaching his schoolmates. These early teaching expe- ences might have laid the foundations for his later becoming a dedicated lecturer and mentor.

As such, the study of how these institutions -- and the policymakers that serve them -- make decisions is an important area of research. This dissertation makes two contributions in this area; the first and second chapters provide an empirical assessment of environmental voting in the U.S. Congress while the third chapter considers some theoretical aspects of international environmental agreements. In particular, chapter one explores how the environmental preferences legislators can be estimated from voting behavior and to what degree these estimates can inform policy questions. Chapter two targets the question how does the accounting of carbon emissions influence individual voting behavior on climate change legislation. Chapter three applies a new equilibrium concept -- one that includes a formal model of negotiation -- to a standard pollution abatement game.

The first essay analyzes the reductions in PM10 concentrations in California over the past decade, and tests whether the 1990 Clean Air Act Amendments influenced this decline. Of particular interest is the delegation of power from the Environmental Protection Agency to regional air quality management districts and the spatial resolution in the pollution data used. The second essay analyzes the Regional Clean Air Incentives Market (RECLAIM), and links the behaviors of elected officials with characteristics of the facilities that are being regulated. In particular, my results show that the South Coast Air Quality Management District may have penalized facilities based on specific characteristics such as size, employment, and location, as well as their emissions of related pollutants and the emissions of neighboring facilities. The third essay provides estimates of the benefits derived from automobile-related regulations to reduce air toxics emissions. I infer a value for reductions in the risk of cancer from exposure to air toxics using a spatial dataset of air toxics cancer risk levels along with housing attributes and amenities in the San Francisco Bay Area.

The first essay examines the role of institutional weaknesses--specifically, weakly defined or enforced property rights--in keeping poor countries heavily dependent on their natural resource base through trade. The essay shows, theoretically and empirically, that a country with weaker property rights will inefficiently under-price its resource base, and export more resource-based goods even to countries that have equally weak property rights. The second essay explores how a firm’s overconfidence about catastrophic environmental risks influences the optimal contract that a regulator writes to reduce the risk at minimal cost. The results show that overconfidence can matter in two important ways: If the firm overestimates the impact of precautionary effort in reducing risk, the optimal contract attains more environmental protection at lower social costs. If the firm, however, underestimates the impact of precautionary effort, the contract is less efficient. Environmental protection is costlier. Moreover, in this case, ignoring the firm’s overconfidence can lead to excessive risk-taking. The third essay explores the interactive economic dynamics of attention and habit formation in the presence of time-inconsistent preferences in mitigating self-control issues. Recent studies in the psychological literature find that self-control is less about resisting unhealthy temptations, and more about breaking unhealthy habits and replacing them with healthy ones. The essay develops a model of habit formation consistent with this observation. A healthy habit in any given domain, in the model, takes a period of sustained attention to form. But, once established, these healthy habits allow an individual to free up scarce \attentional resources," which can then be used to establish healthy habits in other domains. The model has interesting policy implications. It suggests, among other things, that information campaigns or other policies aimed at preventing unhealthy behaviors are best targeted at individuals whose habits are in flux: freshman college students, for example, or people who have recently moved or changed jobs. It also suggests that such policies might have counter-intentional consequences: taxing cigarettes might lead to wide-spread obesity through the channel of cross-domain self-control failures.

Book excerpt: This dissertation comprises three essays that collectively examine the dynamics between waste shipment, policy, and inequality in two contexts: hazardous waste shipment in the United States and the international plastic waste trade. The first essay evaluates the effectiveness and distributional impact of Missouri's out-of-state hazardous waste tax introduction. Results show that the tax introduction decreases the quantity of shipment into Missouri by over 35\% and that the subsequent diversion of shipment does not put more burden on the non-white population. The second essay extends the evaluation of the distributional impact of hazardous waste shipment to a nationwide analysis, covering 48 contiguous states. I use the conditional logit model to evaluate how origin facilities choose shipment destinations. Results show that an origin is more likely to ship to a destination that has a higher of non-white residents than itself for treatment services. Destination facilities with a higher share of non-white residents are more likely to be selected for hazardous waste shipment, and this effect decreases with higher tax rates. The third essay examines similar issues in a global context. I evaluate factors that determine the trade diversion in the international plastic waste market following China's ban on plastic waste import in 2018. Results show that the plastic waste trade follows a pollution haven pattern, allocating waste from richer countries with better environmental regulations to poorer countries with weaker regulations. This pattern aggravates after the ban. These three essays suggest that waste shipment moves environmental burden from less marginalized locations to more marginalized locations and that public policy is a viable tool for altering waste shipment patterns.
