In particular, the study examines Saudi Arabia's experience with deterrence doctrine, command and control practices, force structure, and considerations of domestic, regional, and international factors with respect to the SSM, which can also provide significant insights into Saudi thinking that could also be applied to understanding that country's behavior in relation to a potential nuclear option at some time in the future. The Strategic Rocket Force has continued to develop over the years, including a reported upgrading of the missile systems in the Saudi arsenal. Any study of SSM in Saudi Arabia must include addressing the issue from Saudi Arabia's own perspective if one is to understand the dynamics which have shaped policy and are likely to indicate future behavior and the study relies heavily on Saudi sources for information. Among the study's conclusions are that Saudi Arabia will continue to view its SSM as a key component of its force structure, with a primary emphasis on deterrence; the apparent recent upgrade in the SSM force, if confirmed, is an additional indication that Saudi Arabia is likely to consider following suit if Iran succeeds in developing a nuclear capability—almost assuredly by direct acquisition of a ready-made capability from abroad, and very likely from Pakistan—especially given the Saudi view of SSM and nuclear weapons as an interrelated package; and that although Saudi Arabia intends its SSMs to have a stabilizing effect in the region by deterring potential aggression and adventurism, such upgraded arsenals also open the way for further arms races and increased regional tensions.

Yet even as these Germans began their work on developing missiles for Egyptian President Gamal Abdel Nasser, Israeli intelligence was busy collecting information on their activities, sparking a crisis in the Israeli leadership as top Israeli officials anxiously debated strategies to grapple with this new threat to their national security. Ultimately, they adopted a multifaceted approach that included intimidation of the scientists and their families, appeals to the West German government to order the scientists’ recall and an attempt to involve the US government in the intricacies of the Arab-Israeli conflict. Drawing extensively on material from recently declassified US government documents, this new major work demonstrates how Nasser’s missile program played an instrumental role in cementing the US-Israeli national security relationship. President Trump withdrew the United States from the JCPOA on May 8, 2018, and reimposed all U.S. sanctions as of November 5, 2018. * Attempting to diplomatically, politically, and economically isolate Iran. * Training, arming, and providing counterterrorism assistance to partner governments and some allied substate actors in the region. * Deploying U.S. forces to deter Iran and interdict its arms shipments to its allies and proxies, and threatening military action against Iranian actions that pose an immediate threat to U.S. regional interests or allies.

Since 2011, the small, isolated nation has detonated nuclear weapons multiple times, tested a wide variety of ballistic missiles, expanded naval and ground systems that threaten South Korea, and routinely employs hostile rhetoric. Another threat it poses has been less recognized: North Korea presents a potentially greater risk to American interests by exporting its weapons systems to other volatile regions worldwide. In North Korean Military Proliferation in the Middle East and Africa, Bruce E. Bechtol Jr. analyzes relevant North Korean military capabilities, what arms the nation provides, and to whom, how it skirts its sanctions, and how North Korea's activities can best be contained. He traces illicit networks that lead to state and nonstate actors in the Middle East, including Syria, Iran, Hezbollah, and Hamas, and throughout Africa, including at least a dozen nations. Book excerpt: In 1938, Prime Minister Neville Chamberlain hoped that a policy of appeasement would satisfy Adolf Hitler's territorial appetite and structured British policy accordingly. This plan was a failure, chiefly because Hitler was not a statesman who would ultimately conform to familiar norms. Chamberlain's policy was doomed because he had greatly misjudged Hitler's basic beliefs and thus his behavior. U.S. Cold War nuclear deterrence policy was similarly based on the confident but questionable assumption that Soviet leaders would be rational by Washington's standards; they would behave reasonably when presented with nuclear threats. The United States assumed that any sane challenger would be deterred from severe provocations because not to do so would be foolish. Keith B. Payne addresses the question of whether this line of reasoning is adequate for the post-Cold War period. By analyzing past situations and a plausible future scenario, a U.S.-Chinese crisis over Taiwan, he proposes that American policymakers move away from the assumption that all our opponents are comfortably predictable by the standards of our own culture. In order to avoid unexpected and possibly disastrous failures of deterrence, he argues, we should closely examine particular opponents' culture and beliefs in order to better anticipate their likely responses to U.S. deterrence threats.

Since then, Tehran's nuclear activities and public diplomacy have only affirmed what this analysis first suggested: Iran is not about to give up its effort to make nuclear fuel and, thereby, come within days of acquiring a nuclear bomb. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into four parts. The first presents the endings of the NPEC's working group on Iran. It reflects interviews with government officials and outside specialists and the work of some 20 regional security experts whom NPEC convened in Washington to discuss the commissioned research that is contained in this book. Some of this report's endings to keep Iran and others from overtly deploying nuclear weapons or leaving the Nuclear Nonproliferation Treaty (NPT) are beginning to gain official support. The U.S. Government, the International Atomic Energy Agency (IAEA), and an increasing number of allies now support the idea that states that violate the NPT be held accountable for their transgressions, even if they should withdraw from the treaty. There also has been increased internal governmental discussion about the need to clarify what should be permitted under the rubric of "peaceful" nuclear energy as delineated under the NPT. The remaining report recommendations, which were presented in testimony before Congress in March of 2005, remain to be acted upon.
