Book excerpt: Between August 1846 and April 1847, Guiseppe Mazzini, in London exile, published six articles in English in the People's Journal, the last of which was on Communism. With these articles, which became known in his native country in an 1852 Italian reworking, Mazzini powerfully inserted himself into the debate on the nature of democracy, alongside the most illustrious intellectuals of the time, Tocqueville, Blanc, Cabet, and Proudon. In two of his pieces, Mazzini answered the democratic communists-the Fraternal Democrats-who in 1847 invited the twenty-eight year old Karl Marx to London to rebut Mazzini's perceptive criticisms of communism and to explore a new possible elaboration of the ideology. Mastellone confronts the English text of Mazzini with the German text of Marx and traces an almost forgotten theoretical contest that has been ignored, but remains crucial for an understanding of two fundamental movements of the modern world: communism and democracy.

Book excerpt: Mediterranean states are often thought to have 'democratised' only in the post-war era, as authoritarian regimes were successively overthrown. On its eastern and southern shores, the process is still contested. Re-imagining Democracy looks back to an earlier era, the late eighteenth and early nineteenth centuries, and argues it was this era when some modern version of 'democracy' in the region first began. By the 1860s, representative regimes had been established throughout southern Europe, and representation was also the subject of experiment and debate in Ottoman territories. Talk of democracy, its merits and limitations, accompanied much of this experimentation - though there was no agreement as to whether or how it could be given stable political form. Re-imagining Democracy assembles experts in the history of the Mediterranean, who have been exploring these themes collaboratively, to compare and contrast experiences in this region, so that they can be set alongside better-known debates and experiments in North Atlantic states. States in the region all experienced some form of subordination to northern 'great powers'. In this context, their inhabitants had to grapple with broader changes in ideas about state and society while struggling to achieve and maintain meaningful self-rule at the level of the polity, and self-respect at the level of culture. Innes and Philip highlight new research and ideas about a region whose experiences during the 'age of revolutions' are at best patchily known and understood, as well as to expand understanding of the complex and variegated history of democracy as an idea and set of practices.

Most of those who believe that, however, have no understanding of how, and why, it became possible to imagine that the diverse peoples of Europe might be united in a single political community. The Pursuit of Europe tells the story of the evolution of the 'European project', from the end of the Napoleonic Wars, which saw the earliest creation of a 'Concert ofEurope', right through to Brexit. The question was how, after centuries of internecine conflict, to create a united Europe while still preserving the political legal and cultural integrity of each individual nation. The need tofind an answer to this question became more acute after two world wars had shown that if the nations of Europe were to continue to play a role in the world they could now only do so together. To achieve that, however, they had to be prepared to merge their zealously-guarded sovereign powers into a new form of trans-national constitutionalism. This, the European Union has tried to do. Here, Anthony Pagden argues that it has created not as its enemies have claimed, a'super-state' but a new post-national order united in a political life based, not upon the old shibboleths of nationalism and patriotism, but upon a common body of values and aspirations.It is this, argues Pagden, that will allow the Union to defeat its political enemies from within, and to overcome the difficulties, from mass migration to the pandemic, which it faces from without. But it will only succeed in doing so if it also continues to evolve as it has over the past two centuries.

This informal group of men and women crossed the boundary of the Channel and the boundary of class to speak a common language and share a radical ideal: Giuseppe Mazzini's vision of a unified, republican Italy. Published in the radical press, the exile's writings on democracy, education, association and citizenship inspired both Oxford social reformers and self-improving artisans gathering in provincial reading rooms, co-operative societies, republican clubs and educational institutes: for them republican Italy became a transnationaldream. Indeed, when Italy was unified under a constitutional monarch in 1861, British Mazzinians were bitterly disappointed. Setting off for Italy on their first "co-operative tour" in 1888, East London workers embarked on an educational pilgrimage, dotted with Mazzinian landmarks. Despite the fin de siècle crisis, Victorian radicals' enduring faith in Italy's democratic future remained steadfast. Indeed, when Fascists subsequently appropriated Mazzini's national dream, post-Victorian Mazzinians would unequivocally voice their support for Italian anti-Fascists, who championed the principles of global democracy. Drawing on a wide range of material, the author adds a crucialnew dimension to the history of Victorian radicalism in Britain, and to the "new history of the Risorgimento". Through exposure to contemporary European thinkers--such as Alexis de Tocqueville, Giuseppe Mazzini, and John Stuart Mill--Garrisonian abolitionists came to understand their own movement not only as an effort to mold public opinion about slavery but also as a measure to defend democracy in an Atlantic World still dominated by aristocracy and monarchy.
