He would do well to reflect that it is as unsafe to bring an indict ment against a whole. Sect as against a whole nation. If dissenters and churchmen have thus drawn them selves off into two great camps, now both of them alive with the hum of war and giving dreadful note of preparation, there is presumably some very real and substantial prize at issue. Energetic dissenters and energetic churchmen know very well what they are about. No great body of Englishmen will take trouble and spend money and face the wear and tear of forming an army and conducting a long campaign, just to gratify a resentment or air a griev ance. Those who assert that all this is done at the bidding of a clique must, in the face of all history, believe the dissenter to be a man of much docility and very little common sense. They can moreover' have paid no attention to the actual evidence of the universality of the movement. As a body, the non conformists are staunch and active in their hostility to the measure which a sounder and an older Liberal than Mr. Gladstone has described as the worst measure passed by any Liberal government since 1832. Book excerpt: Excerpt from National Education and National Life These brief essays are chiefly intended to appeal to the large class of which the writer is a member - the class of local educational administrators, who, as Managers of Provided and Voluntary schools, as Governors of Endowed Secondary schools, are inti mately in touch with educational conditions. It is true that the Managers of Elementary schools have little direct power, and that the powers of the governing bodies of Secondary schools tend slowly to decrease, as the control of local authorities and of the Board of Education increases but, in fact, the power by way of influence of Managers and Governors is very great. This vast class of unknown men and women who give freely of their time to local educa tional problems, plays, I believe, a part of far reaching importance in the evolution of national education and national life. Were it not for this class, administration would become purely mechanical and bureaucratic, and the human, as opposed to the official, element would have hardly any place in our educational administrative system. The Managers very often know not only the teachers and the children, but also the parents, and convey to the minds of all directlyconcerned in the working of the educational machine, the knowledge that somebody is really interested in them and in the results produced. The great danger that threatens the development of our educational system, is its tendency to become purely mechanical and unconscious of the inspiration that springs out of a mutual esteem existing between administrators and those whom administration affects. If School Managers and School Governors can carry into the actual school buildings both sympathy and high educational ideas and ideals, there is a work done for education that no Legislation could accomplish. I have, therefore, ventured to indicate in these brief essays certain principles that underlie educational advance, and I think, perhaps, that those principles will appeal to some of the many thousands of School Managers who are daily visiting the great and small schools of. The land. If any of the questions with which I have dealt reach, through the agency of this little book, the stage of discussion between parents, teachers and managers, the end aimed at will have been attained. I am sure that Opportunities should be devised for the meeting together of parents, teachers and managers at fairly frequent intervals. Book excerpt: Excerpt from Remarks on National Education: Being an Inquiry Into the Right and Duty of Government to Educate the People The public appear to be now nearly unanimous on the point, that the people should be educated; but considerable differences of Opinion exist as to should be charged with the duty of educating them, - the state or individuals 2 also whether combined religious and secular instruction, or seen lar instruction alone, should be given by the schoolmaster, leaving religious instruction to be supplied by the parent and priest. To communicate my views distinctly on these points, I find it advisable to begin with the very elements of the sub jcet. In the arguments generally maintained on these questions, certain views of the nature of man of the origin and objects of society of the powers and duties of government; and of the connection between practical morality, secular prosperity, and religious belief, are assumed by the various writers as settled doctrines, concerning which their own opinions are unquestionably sound; when, in point of fact, no adequate consideration has been bestowed on these topics, either by them or by those to whom they address themselves, and no common views in regard to them are definitely assented to by either. When the postulates of a discussion are thus in volved in obscurity, and apprehended differently by different individuals, harmony in the conclusions is impossible. How ever widely, therefore, the reader may differ from some of the opinions now to be stated, few persons, I hope, will doubt the advantage of elucidating these fundamental points of the question.
