Book excerpt: Excerpt from Bethel Thoroughfare Plan A preliminary thoroughfare plan for Bethel was adopted by the Town of Bethel on October 9, 1979, and the North Carolina Board of Transportation on November 9, 1979. The plan was jointly developed by Thoroughfare Planning Section. The mid-east Commission and the town of Bethel. It is documented in the Statewide Planning Group's files. In December of 1987, the town of Bethel requested the assistance of the North Carolina Department of Transportation in the review and up-date of the 1979 plan. The town noted that there were some obvious error which needed to be corrected as well as changes that are imminent and probably need addressing in the Thoroughfare Plan. The purpose of this report is to document the study findings and recommendations. Book excerpt: Excerpt from Thoroughfare Plan for the City of Lumberton In January of 1989, a formal agreement was made between the City of Lumberton and the Statewide Planning Branch of the North Carolina Department of Transportation to begin an update of the 1978 Lumberton Thoroughfare Plan. The resulting Lumberton Thoroughfare Plan (refer to Figure 3, page 13) was developed using the thoroughfare planning principles described in Chapter IV of this report. The study is based on the traditional four step planning process: trip generation; trip distribution; mode choice; and trip assignment. The study involved two repetitions of this process. First, socioeconomic data, traffic count data, and geometric street data collected in 1989 were used to simulate the area's 1989 traffic patterns. When the traffic model accurately reproduced the traffic counts, the socioeconomic data and the external station volumes were projected to the design year (2010) and applied to the same four step process to forecast future traffic patterns. The future traffic patterns were then compared to existing capacities and possible solutions were tested. This report documents the findings of the study and the resulting recommendations (refer to Figure 4, page It includes recommendations for thoroughfare cross-sections, cost estimates and benefit evaluations for the recommended improvements, and recommendations for plan implementation. Following several informational meetings with the Planning Director and the City Council, a public hearing was held on November 13, 1995. The Lumberton Thoroughfare Plan was unanimously adopted following the hearing. Initiative for plan implementation will rest largely with the policy boards and citizens of the area. Highway needs throughout the State exceed the available funding. Therefore local areas should aggressively pursue funding for desired projects. By not planning now for our future transportation needs, unnecessary costs to the physical, social, and economic environment may very well be incurred. Thoroughfare planning is a too] that can be used by local officials to plan for future transportation needs, while at the same time reducing the costs to our environment. The primary purpose of this report is to present the findings and recommendations of the thoroughfare plan study conducted for the Towns of Valdese, Rutherford College, and Connelly Springs. The secondary purpose of this report is to document the basic thoroughfare planning principles and procedures used in developing these recommendations. This report can be divided into five parts. The first part of the report, Chapter 1, gives the highlights of the study. Chapters 2 and 3 provide a detailed description of the thoroughfare plan study recommendations and address different methods by which these recommendations can be implemented. The next chapter, Chapter 4, covers study procedures and findings. Chapters 5 and 6 provide a detailed description of population, land use and environmental concerns that were looked at while developing this plan. The final chapter, Chapter 7, covers traffic model development. Information that will be especially useful to the practitioners is provided in the Appendices. The principles of thoroughfare planning are covered in Appendix A, a detailed tabulation of all routes on the Thoroughfare Plan and a graphical representation of typical cross-sections can be found in Appendix B and C respectively.
