Of their practical suggestions but few require any com ment on the part of the Trustees. The Art-room was originally set aside for the ladies' read ing-room, and devoted to that purpose. But after the various additions made to the art collection, so many visitors were attracted by it that it was found expedient to limit its occupation for women alone to the hours after 6 pm. - the time when ill-disposed persons might possibly intrude. It is not understood that any complaint has been made to those in charge of the room of any incivility to ladies or young women by daylight. With regard to the character of the fiction and juveniles, purchased of late years for the Lower Hall and Branches, it should be stated that an examination of each volume has been made by a competent person before purchase, and those of questionable usefulness rejected. The new cata logue of this class of books, now passing through the press, has been subjected to critical examination for the purpose of excluding any and all volumes whose tendencies were doubt ful or injurious. The public demand for this class of reading increases year by year, and one is not surprised to find that of the books published in the United States, as tabulated by the Publish ers' Weekly, out of a total of books issued in 1883 or a fraction over 25 per cent., were fiction and juve niles, which, in a total of in 1884, had increased to or a fraction over 31 per cent. The construction of a second card catalogue for the Lower Hall is, at the present time, beyond the financial ability of the institution, and the question of its form and expediency, as suggested by the committee, will probably arise under the new conditions of a separation of the Bates and Lower Hall libraries, after the completion of the new library edifice. This diminution is partly owing to the temporary closing of the active South Boston and East Boston branches for repairs of the build ings, and to a falling off in Jamaica Plain and Dorchester, while the South and North End branches showed a gratifying increase. Since the opening of these various libraries, now belonging to the City of Boston, or under its charge, there have been distributed to readers 'since 1853, volumes, of which more than one-third were issued from the Lower Hall Library in Boylston street. The use of the reading-rooms for periodicals shows a marked improvement. The 933 magazines and literary weeklies found readers a gain of over from the previous year. Of this aggregate numbers were delivered from the desk of the hall in the Central Library devoted to this purpose. The wear and tear of the library books is specially felt in the collections dedicated to popular use. In the past year books were condemned, either as imperfect or worn out. The books from both halls and from the branches which from excessive circulation required rebinding numbered about volumes. The volumes unrecovered from borrowers in all the libraries were only 49. The Increase in home circulation and the satis faction manifested by these communities furnish a convincing demonstration of the validity of the branch idea and stimulate the trustees in the endeavor to provide all sections of Washington with easily accessible library facilities. The development of the library system is, however, much too slow. It is earnestly hoped that the commissioners will consider it appropriate to press the 5-year build ing and extension program at t e coming session of Congress. That end, at a recent board meeting, the trustees passed a resolution that they again urgently request the Commissioners of the District of Columbia to take up and go forward with the legislation for the 5-year extension program for the Public Library and that in further ance of that end the library trustees Offer their full Cooperation.
