For this reason my colleagues and myself desire to urge upon you the wise judgment and propriety of transferring to the State Board of Health for the pur pose of a Reserve Fund, the money which has lately been paid to the Board of State Institutions by the United States Government for the State Quarantine Stations which were sold under Legislative Authority of the ses sion of 1901. I do not think that I can add anything to the argument of the State Health Officer whenfspeaking of this subject in his report, or to the masterly handling of the matter by the Board's attorney, the Honorable E.
