Chapter 1: Economic and general considerations; Chapter 2: Main pay recommendations for 2009-10; Chapter 3: General medical practitioners; Chapter 4: General dental practitioners; Chapter 5: Salaried primary dental care services; Chapter 6: Ophthalmic medical practitioners; Chapter 7: Doctors and dentists in hospital training; Chapter 8: Consultants; Chapter 9: Specialty doctors and associate specialists. The recommendations include: 1.5% increase to the national salary scales for doctors and dentists; an increase in the budget for higher Clinical Excellence Awards should be increased in line with the increase in the number of consultants eligible for the award and that commitment awards, distinction awards and discretionary points be increased by 1.5%; an increase in general medical practitioners' net income of 1.5% after allowing for movement in their expenses; that the minimum and maximum of the salary range for salaried general medical practitioners be increased by 1.5%; that the supplement for general medical practitioner registrars entering training placements on or after 1 April 2009 be reduced from 50% to 45%; that the general medical practitioner trainers' grant be increased by 1,5%; that the supplements for London weighting remain at existing levels; that there be an increase in general dental practitioners' net income of 1.5%.

Book excerpt: This is the 38th Report by the Armed Forces' Pay Review Body (Cm. 7516, ISBN 9780101751926), and provides independent advice to the Prime Minister and the Secretary of State for Defence on remuneration and charges for members of the naval, military and air forces of the Crown. The key recommendations in this Review are as follows: a 2.8% increase in military salaries; a 2.8% increase in specialist pay, compensatory allowances and reserves' bonuses; 3.7% increase in Grade 1 SFA/SLA rental charges and lower graduated increases below Grade 1, a further phased increase to garage rent and daily food charge of £4.07. Also there are specific targeted pay measures, including: a 5% minimum pay increase on promotion to OR6; new commitment bonuses and associated transitional arrangements; a reduction in the qualifying periods for longer separation allowance; new pay spines and specialist pay for service nurses; a new RN Clearance Divers' pay spine and two new supplementary rates of diving pay for EOD qualified divers and targeted increases to hydrographic pay. The Review Body estimates that the above recommendations will add 3.4% to the Armed Forces' pay bill. The Review Body also see the weakening labour market as giving the Services an advantage in recruitment and retention, but new policies will be needed to compete in the labour market, when the country emerges from recession. A more strategic approach is also required to review elements of the remuneration package. The Review Body stresses the need to deliver on the Government's commitments under the Service Personnel Command Paper (Cm.7472, ISBN 9780101742429) and specifically to push forward on support for home ownership.

Book excerpt: In November 2011, HM Treasury published the first audited Whole of Government Accounts (WGA), covering the year 1 April 2009 to 31 March 2010 (HC 1601, ISBN 9780102975192). The Committee welcomes this major step forward in improving transparency and accountability and highlights some of the information it contains: at 31 March 2010 the government's public service pensions liability was around £1,132 billion; the present value of its future commitments under PFI schemes was £131.5 billion; the government wrote off £10.9 billion in unpaid taxes and expected to have to pay £15.7 billion for outstanding clinical negligence claims; cost of future nuclear decommissioning (£56.7 billion); the need for stronger accountability systems to secure effective responsibility for cost and value for money at local levels - academies, Free Schools, Foundation Trusts and GP consortia. But the WGA will only serve its purpose- showing what the government owns, owes, spends and receives - if it is timely and robust. The figures in the first audited WGA are too dated because Treasury took 20 months to prepare and publish the report. Treasury must address the issues that led the Comptroller and Auditor General to qualify his audit opinion on the WGA 2009-10. A key issue is Treasury's decision to deviate from accounting standards, by omitting Network Rail, the publicly owned banks, and various other government-controlled or owned bodies from the WGA. The Committee sets out a set of principles that future accounts should follow.
