Book excerpt: The Economic and Fiscal Consequences of Immigration finds that the long-term impact of immigration on the wages and employment of native-born workers overall is very small, and that any negative impacts are most likely to be found for prior immigrants or native-born high school dropouts. First-generation immigrants are more costly to governments than are the native-born, but the second generation are among the strongest fiscal and economic contributors in the U.S. This report concludes that immigration has an overall positive impact on long-run economic growth in the U.S. More than 40 million people living in the United States were born in other countries, and almost an equal number have at least one foreign-born parent. Together, the first generation (foreign-born) and second generation (children of the foreign-born) comprise almost one in four Americans. It comes as little surprise, then, that many U.S. residents view immigration as a major policy issue facing the nation. Not only does immigration affect the environment in which everyone lives, learns, and works, but it also interacts with nearly every policy area of concern, from jobs and the economy, education, and health care, to federal, state, and local government budgets. The changing patterns of immigration and the evolving consequences for American society, institutions, and the economy continue to fuel public policy debate that plays out at the national, state, and local levels. The Economic and Fiscal Consequences of Immigration assesses the impact of dynamic immigration processes on economic and fiscal outcomes for the United States, a major destination of world population movements. Ours is "intended to endure for ages to come, and consequently, to be adapted to the various crises of human affairs." In recent years, Marshall's great truths have been challenged by proponents of originalism and strict construction. Such legal thinkers as Supreme Court Justice Antonin Scalia argue that the Constitution must be construed and applied as it was when the Framers wrote it. In Keeping Faith with the Constitution, three legal authorities make the case for Marshall's vision. Karen Cox traces the history of the UDC, an organization founded in 1894 to vindicate the Confederate generation and honor the Lost Cause. In this edition, with a new preface, Cox acknowledges the deadly riots in Charlottesville, Virginia, showing why myths surrounding the Confederacy continue to endure. The Daughters, as UDC members were popularly known, were daughters of the Confederate generation. While southern women had long been leaders in efforts to memorialize the Confederacy, UDC members made the Lost Cause a movement about vindication as well as memorialization. They erected monuments, monitored history for "truthfulness," and sought to educate coming generations of white southerners about an idyllic past and a just cause—states' rights. Soldiers' and widows' homes, perpetuation of the mythology of the antebellum South, and pro-southern textbooks in the region's white public schools were all integral to their mission of creating the New South in the image of the Old. UDC members aspired to transform military defeat into a political and cultural victory, in which states' rights and white supremacy remained intact. To the extent they were successful, the Daughters helped to preserve and perpetuate an agenda for the New South that included maintaining the social status quo. Placing the organization's activities in the context of the postwar and Progressive-Era South, Cox describes in detail the UDC's origins and early development, its efforts to collect and preserve manuscripts and artifacts and to build monuments, and its later role in the peace movement and World War I. This remarkable history of the organization presents a portrait of two generations of southern women whose efforts helped shape the social and political culture of the New South. It also offers a new historical perspective on the subject of Confederate memory and the role southern women played in its development.
