As of December 2002, the Convention had 170 ratifications.

Book excerpt: Violence against women is one of the most insidious social ills facing the world today. Yet governmental response is inconsistent, ranging from dismissal to aggressive implementation of policies and programs to combat the problem. In her comparative study of thirty-six democratic governments, Laurel Weldon examines the root causes and consequences of the differences in public policy from Northern Europe to Latin America. She reveals that factors that often influence the development of social policies do not determine policies on violence against women. Neither economic level, religion, region, nor the number of women in government determine governmental responsiveness to this problem. Weldon demonstrates, for example, that Nordic governments take no more action to combat violence against women than Latin American governments, even though the Swedish welfare state is often considered a leader in social policy, particularly with regard to women’s issues. Instead, the presence of independently organized, active women’s movements plays a greater role in placing violence against women on the public agenda. The breadth and scope of governmental response is greatly enhanced by the presence of an office dedicated to promoting women’s status. Weldon closes with practical lessons and insights to improve government action on violence against women and other important issues of social justice and democracy.

For example, one in three women has experienced physical and/or sexual violence since the age of 15; one in five women has experienced stalking; every second woman has been confronted with one or more forms of sexual harassment. What emerges is a picture of extensive abuse that affects many women's lives but is systematically underreported to the authorities. The scale of violence against women is therefore not reflected by official data. This FRA survey is the first of its kind on violence against women across the 28 Member States of the European Union (EU). It is based on interviews with 42,000 women across the EU, who were asked about their experiences of physical, sexual and psychological violence, including incidents of intimate partner violence ('domestic violence'). The survey also included questions on stalking, sexual harassment, and the role played by new technologies in women's experiences of abuse. In addition, it asked about their experiences of violence in childhood. Based on the detailed findings, FRA suggests courses of action in different areas that are touched by violence against women and go beyond the narrow confines of criminal law, ranging from employment and health to the medium of new technologies."--Editor.

It dealt with a highly sensitive issue, the position and role of women in society and in the political decision-making process. The vast number of extensive reservations to the Convention bear witness to the fact that this is possibly one of the most contentious topics at the international level. Few other core universal human rights conventions have attracted a comparable number of reservations. This unique Guide is an attempt to create a picture of the legal--political background to the Convention. Its basic layout follows the style of a classical commentary with annotations to the individual provisions. These annotations draw on documentary sources from the years of preparatory discussions and negotiations (the travaux préparatoires). It primarily covers the genesis of the Convention, i.e. the drafting and negotiating process up to its adoption in 1979. To enhance the Guide's usefulness, a number of more recent documents have been incorporated, for example, the General Recommendations issued by the Committee on Elimination of Discrimination against Women have been reproduced and references to relevant recommendations have been inserted in the annotations to each provision in question. In addition to this, a number of other documents relative to the interpretation of the Convention have been reproduced in Part III, including lists of ratifications of and reservations to the Convention. Since the adoption of the first resolution in 2000, resolution 1325, there have been nine others, each of which elaborates or extends aspects of the original resolution. This book provides a forward-looking collection of scholarship on the WPS agenda in two halves. The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. The essays presented in the second half of the book also engage questions of knowledge production, documenting the exploratory methods in use in WPS scholarship, and highlighting those topics engaged at the hinterlands of what is a broad field – topics that gesture at the future of research in this area. The chapters in this book were originally published as special issues of the International Feminist Journal of Politics.
