Book excerpt: Excerpt from Fourteenth Annual Report of the Board of Fire Commissioners, for the Year Ending April 30, 1887 The street - patrol system, largely peculiar to the Boston department, deserves a word of comment. Of a total of 826 alarms, 17 have been sent in by the night patrol. Some have been needless but at least a round dozen have been for working fires. This may seem a small proportion of the whole but their character, not their number, determines their importance. The Board has no means of course, of mathe matically estimating the value of the system, but it can instance at least three fires where minutes were worth thou sands of dollars, and one where life was probably saved by an effective vigil and a prompt alarm. The system has been selected for criticism by those interested in the department O11 various grounds, the principal being that it unduly in creases the temptations to which the men are exposed. If there are men in this service who cannot resist temptation in the discharge of a specific and an important duty, then they are in the wrong place. They are not desired in a depart ment the distinguishing characteristics of which, the Board is proud to believe and say, are manliness, bravery, fidelity and zeal, and should retire and place themselves under the restraint and protection which society provides for beings of weakwills and feeble minds. While the present Board remains in authority the patrol will not be abolished, pro vided it shall continue to as triumphantly justify itself as it has justified itself in the past; and the Board tries to impress upon members of the department the fact that their zeal in preventing a fire will have equal weight with their zeal in conquering it, in their claims to recognition and reward for faithful and efficient service. Book excerpt: Excerpt from Ninth Annual Report of the Board of Fire Commissioners: For the Year Ending April 30, 1882 During the year the sliding-pole has been introduced into fourteen houses of the department, and saves much time, as by it the men can drop from their sleeping or recreation rooms in front of the apparatus. With the changing of the stalls, the introduction of the swinging harness, the sliding - pole, and the new quick-ringing electric gongs in the permanent houses, the time taken to hitch and get ready to leave quar ters is as quick now as is consistent with safety. It is a rule of the department that when any signal for a fire on either the gong or tapper is received at the quarters of any com pany, every member will immediately report for duty on the floor as soon as possible after the first stroke. The horses will be hitched up, and the company prepared to leave quar ters upon the word go, to be given by the Officer in com mand. During the past year this board, in its inspection of the several houses of the' department, tested the length of time which it took to comply with the foregoing order while all the men in the several houses, except the house patrol, were in bed, and the result in the permanent houses of the department showed an average time of 11 seconds for each house. Ingress and egress to and from fires, through the police lines, shall be made as near the center of the street as practicable. Section 25. No officer or member shall be entitled to pay for less than fifteen days' services.. All appointments shall, so far as practicable, be made to date from the first or fifteenth of each month, and any member desiring to resign shall give written notice thereof at least five days previous to the time of such intended resignation. Section 26. All charges for violating the Rules of this Department, or neglect of duty, against officers or members of this Department, bellringers, or telegraph operators, shall be made to this Board in writing. Section 27. Violations of any of the Rules of the Department shall be punished by fine, suspension or dismissal, as the Board may direct. Section 28. Attaches of the Chief's office, and workmen at the repairshop and yard, may, for neglect or inattention to duty, be dismissed by the Chief Engineer, subject to the approval of the Board. Section 29. Permits of absence from duty can only be granted to the Chief Engineer by the Board of Commissioners; to the Assistant Engineer and the engineers of districts, by the Chief Engineer; to the foremen of companies by the engineer of the district; and to the assistant foremen and subordinate officers and men, by the foremen of the several companies; such leave of absence, however, not to extend beyond twelve hours of the day on which it is granted, without special authority of the Board. Section 30. No officer or member of this Department shall receive any fee or reward for extraordinary services rendered as a fireman, without special...

Book excerpt: Excerpt from Reports of the Board of Fire Commissioners, and the Chief Engineer of the Baltimore City Fire Department, 1864 By Special resolution, approved June 2, 1862, the City Coun cil appropriated the sum of three thousand dollars for the pur chase of a new Engine, and at the same time authorized the Board to dispose of the old Engine belonging to Engine Com pany number 6, which, on account of its great weight and con sequent liability to expensive repairs, should be replaced by a lighter apparatus. The new Engine was built by. Messrs. Poole Hunt of this city, and delivered to the Department last spring, and is satisfactory. The old Engine has been sold to William E. Hooper for one thousand dollars, and we suggest the propriety of appropriating this amount, and so much more as may be necessary, for the purpose of building a new Engine for Company number 5. The apparatus now in use by this Company, is of about the same weight and size as that formerly used by Company number 6, and is liable to the same objec tions; we think it would be judicious economy to substitute a lighter and smaller one in its place. The Department has purchased during the past year two thousand feet of gum hose, and will probably require at least one thousand feet additional during the current year.
