Excerpt: ... report of the executive committee (Adopted at the 9th Session, June 30, 1921.) The Congress having favorably considered the report of the Executive Committee hereby sets forth that the policy and activities of the Executive during the past year have been carried out in accordance with the resolutions of the Second Congress. The Congress approves in particular of the application of the 21 conditions in the different countries, laid down by the Second Congress, and sanctions the work of the Executive with regard to the formation of large Communist mass parties and the relentless struggle against the opportunist tendencies which manifested themselves in various parties. 1. In Italy the attitude of Serrati and his group immediately after the Second World Congress showed that they did not take the resolutions of the World Congress and the Communist International seriously. Especially the role played by these leaders during the September struggle, its conduct in Livorno and still more its policy since that time, have clearly proved that Serrati and his colleagues only wish to use Communism as a shield for their opportunist policy. The split was inevitable under such conditions. The Congress declares that the Executive has acted with firmness and determination in this very important situation. It sanctions the resolution of the Executive Committee which at the time recognized the Communist Party of Italy to be the only Communist section of that country. After the Communists had left, the Livorno Congress adopted the following resolution by Bentivoglio: "The Congress reaffirming its adherence to the Third International hereby refers the entire conflict to the coming Congress and pledges itself in advance to abide by and execute its resolution...".

Those who took part in Soviet Bavaria, regardless of the fact that three years have passed since its fall, are still in prison. Many of the participators in the March uprising are still confined to prison, notwithstanding the fact that an amnesty has been declared. In Esthonia, after the execution of Comrade Kingissep, the prisons are filled with the representatives of the proletariat. In Latvia punishment by hanging is being again introduced. Comrade Klyavs-Klyavin is sentenced to death, and the fate of the hundreds of arrested workers has not yet been decided. In democratic Poland, fighters for Communism are sentenced to hard labour in accordance with the laws of Czardom. The "Inviolable" deputy, Comrade Dombel, has been sentenced to hard labour and is already serving his term. Electoral committees arc being illegally arrested. This history of trade unions is particularly relevant at the present time. After a long period of stagnation, the fresh winds of the class struggle are beginning to blow. Rob Sewell's book was written precisely with these new forces in mind. The British labour movement is the oldest in the world. More than two hundred years ago, the pioneers of the movement created illegal revolutionary trade unions in the face of the most terrible violence and repression. In the course of the nineteenth century they built trade unions of the downtrodden unskilled workers - those with "blistered hands and the unshorn chins," as Feargus O'Connor called them. Finally, they established a mass party of Labour based on the trade unions, breaking the monopoly of the Tories and Liberals. In the stormy years following the Russian Revolution they engaged in ferocious class battles, culminating in the General Strike of 1926. Nor did the achievements of the British trade union movement cease with the Depression and the Second World War. The post-war upswing served to strengthen the working class and heal the scars of the inter-war period. By the time of the industrial tidal wave of the early 1970s, they drove a Tory government from power, after turning Edward Heath's anti-trade union laws into a dead letter. Later, the miners, the traditional vanguard of the British working class, waged an epic year-long struggle in 1984-85 against the juggernaut of Thatcherism. They could have succeeded, had the rightwing Labour and trade union leaders not abandoned them and left them isolated. The book contains vital lessons and is essential reading for today's worker militants.
