This book was released on 2023-02-06 with total page 229 pages. Available in PDF, EPUB and Kindle. Book excerpt: Reservation or affirmative action is a hugely controversial policy in India. While constitutionally mandated and with historians, political scientists and social activists convinced of its need, many resist it and consider it as compromising 'merit' and against the principle of equality of opportunity. In These Seats Are Reserved, Abhinav traces the history and making of the reservation policy. How were groups eligible for reservations identified and defined? How were the terms 'depressed classes' and 'backward classes' used in British India and how have they evolved into the constitutional concepts of 'Scheduled Castes', 'Scheduled Tribes', and 'Other Backward Classes' in the present day? The book delves into the intellectual debates that took place on this matter in the Constituent Assembly, the Supreme Court and Parliament. Several contentious issues are examined dispassionately: are reservations an exception to the principle of equality of opportunity? Do quotas in government service undermine efficiency? Can 'merit' really be defined neutrally? What is the thinking behind the rule that no more than 50 per cent of the available seats or positions can be reserved? Deeply researched and ably narrated, this volume is a compelling addition to every thinking individual's library.

Available in PDF, EPUB and Kindle. Book excerpt: Exploring the legal and political history of India, from the British period to the present, Republic of Rhetoric examines the right to free speech and it argues that the enactment of the Constitution in 1950 did not make a significant difference to the freedom of expression in India. Abhinav Chandrachud suggests that colonial-era restrictions on free speech, like sedition, obscenity, contempt of court, defamation and hate speech, were not merely retained but also strengthened in independent India. Authoritative and compelling, this book offers lucid and cogent arguments that have not been substantially advanced before by any of the leading thinkers on the right of free speech in India.

The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.

Book The bus

    Book Details:
  • Author : Paul Kirchner
  • Publisher : Editions Tanibis
  • Release : 2015-10-01
  • ISBN : 284841037X
  • Pages : 104 pages

Download or read book The bus written by Paul Kirchner and published by Editions Tanibis. This book was released on 2015-10-01 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: The bus comic strips were first published in 1978 in Heavy Metal magazine, where they appeared regularly for seven years. From the simple, mundane premise of a man waiting for his bus, the strips quickly slip into a weird yet hilarious world where cities are surreal labyrinths and bewilderment is just around the corner. Six to eight wordless panels is often all it takes Kirchner to display his sense for the bizarre. In the bus, fire hydrants come alive, buses chose to stray away from the law, the distant horizon might be just an arm’s length away and the whole world might just turn out to be a two-dimensional panel messing with our sense of depth. More bizarre yet, in 25 years since its original publication in the USA by Ballantine Books in 1987, the bus has never been republished. This new edition contains the entire collection of strips drawn by Paul Kirchner, including a dozen previously unreleased. It also includes a new postscript and a new cover drawing by Paul Kirchner.

Book From Oppression to Assertion

Download or read book From Oppression to Assertion written by Nirmala Buch and published by Routledge. This book was released on 2013-11-12 with total page 191 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book explores the experiences, impact and responses of women in village panchayats in India after a Constitutional Amendment in 1992 made it mandatory to reserve one-third positions for women. Based on extensive field research with interviews of 1,200 panchayat representatives and community members in Madhya Pradesh, Rajasthan and Uttar Pradesh (states usually seen as low on social and gender indicators), the book documents awareness, motivation, perceptions, and participation levels of women elected in the first election following the Amendment, with a follow-up survey of the same panchayats in the next two elections. This work maps the empowering impact on women’s self, the attitudes and perceptions of the family and responses of other social institutions. It explodes the myth of women’s disinterest in politics, the entry of only affluent women and relatives of influential politicians, and particularly, of these women as proxy for their male kin. The recent policy announcements reserving more seats for women in panchayats (from one-third to one-half) makes this book topical, and especially interesting in light of the opposition to the reservation of seats for women in state legislatures and the parliament.

Book Quebec Women and Legislative Representation

Download or read book Quebec Women and Legislative Representation written by Manon Tremblay and published by UBC Press. This book was released on 2010-07-01 with total page 275 pages. Available in PDF, EPUB and Kindle. Book excerpt: Women represent a slight majority of Quebec's population, yet they continue to occupy a minority of seats in its National Assembly and in Canada's House of Commons and Senate. To explain why this is, Manon Tremblay examines Quebec women's political engagements from 1791 to the present. She traces the path that led to women obtaining the rights to vote and run for office and then draws on statistics and interviews with female politicians to paint an in-depth portrait of women's under-representation and its main causes. Her innovative account not only documents the significant democratic deficit in Canada's parliamentary systems, it also outlines strategies to improve women's access to legislative representation in Canada and elsewhere.
