Currently, however, there is no formal foundation for formulating effectiveness measures. This research presents a new framework for effectiveness measurement from both a theoretical and practical view. First, accepted effects-based principles, as well as fundamental measurement concepts are combined into a general, domain independent, effectiveness measurement methodology. This is accomplished by defining effectiveness measurement as the difference, or conceptual distance from a given system state to some reference system state (e.g. desired end-state). Then, by developing system attribute measures such that they yield a system state-space that can be characterized as a metric space, differences in system states relative to the reference state can be gauged over time, yielding a generalized, axiomatic definition of effectiveness measurement. The effectiveness measurement framework is then extended to mitigate the influence of measurement error and uncertainty by employing Kalman filtering techniques. Finally, the pragmatic nature of the approach is illustrated by measuring the effectiveness of a notional, security force response strategy in a scenario involving a terrorist attack on a United States Air Force base.

Several participants at the conference felt that a book on team performance measurement would be of interest to a broader audience, and they began looking for authors in diverse disciplines. Some of the chapters in this book closely follow material presented at the conference. Many others report work that was done subsequently or was done by authors not present at the conference. The result is a book rich in its diversity of approaches to measurement and which contains illustrations of many different teams. This book is the first of its kind to bring together a collection of scholars and practitioners focusing solely on the problem of team performance measurement. Although much has been written about team and group effectiveness, little theoretical and empirical progress has been made in the measurement of team processes and outcomes. The book represents a major step forward both theoretically and empirically. Section 1 provides a rich theoretical basis for measurement, including designing measures to be used in team training, measures of shared mental models, and measures of team workload. Section 2 addresses methodological developments and issues, including the design and validation of simulations, surveys, and observer checklists. In particular, existing theoretical frameworks of educational effectiveness are only able to describe the interrelationship among factors at the system, school, classroom, and student levels and their cross-level interdependency in a very general manner. Additionally, although a large number of studies provide empirical evidence of the impact of single factors and factor constellations on student learning, the embedding of the empirically identified results in theoretical models of educational effectiveness has to be carried out more systematically in order to develop more elaborated theories of educational effectiveness. The aim of this book is to contribute to the advancement of educational effectiveness theory by discussing different strategies: including alternative theoretical models to understand educational in/effectiveness, extending the methodology to analyze processes and mechanisms of educational in/effectiveness, analyzing differential effects of processes and instruments on educational in/effectiveness, carrying out complex multivariate analyses considering manifest and latent variables, and combining theory and practice in real school situations.
