Book excerpt: The European social sciences tend to absorb criticism that has been passed on the European approach and re-label it as a part of what the critique opposes; criticism of European social sciences by “subaltern” social sciences, their “talking back”, has become a frequent line of reflection in European social sciences. The re-labelling of the critique of the European approach to social sciences towards a critique from “Southern” social sciences of “Western” social sciences has somehow turned “Southern” as well as “Western” social sciences into competing contributors to the same “globalizing” social sciences. Both are no longer arguing about the European approach to social sciences but about which social thought from which part of the globe prevails. If the critique becomes a part of what it opposes, one might conclude that the European social sciences are very adaptable and capable of learning. One might, however, also raise the question whether there is anything wrong with the criticism of the European social sciences; or, for that matter, whether there is anything wrong with the European social sciences themselves. The contributions in this book discuss these questions from different angles: They revisit the mainstream critique of the European social sciences, and they suggest new arguments criticizing social science theories that may be found as often in the “Western” as in the “Southern” discourse.

The social sciences gave birth to a new theoretical paradigm, the creation of cultural theories. Social science theorizing seemingly assumes that creating knowledge does not know such diversities. In this book, Kazumi Okamoto develops analytical tools to study academic culture, analyze how social sciences create and distribute knowledge, and the influence the academic environment has on knowledge production. She uses the academy in Japan as a case study of how social scientists interpret academic practices and how they are affected by their academic environment. Studying Japanese academic culture, she reveals that academic practices and the academic environment in Japan show much less diversity than cultural theories tend to presuppose.

If a substantial part of a people does not accept the authority of its rulers, then those can only remain in power by means of force, and even that use of force needs to be accepted to be effective. Gramsci called this acceptance of the socio-political status quo "hegemony." Every stable state relies primarily on hegemony as a source of control. Hegemony works through the dissemination of values and beliefs that create acceptance and that serve the interests of the state and/or the ruling elite (the "hegemones"). Hegemony is most efficient if it remains invisible. A key hegemonic belief is the idea that there is no alternative to the current socio-political status quo or that the way things are is "natural." The current hegemony - that is, the set of values and beliefs that bolster the current socio-political status quo - is a hegemony of psychopathy: it promotes "cultural psychopathy" and destroys empathy and compassion, thus threatening everything that makes us human. The hegemony of psychopathy is responsible for massive human suffering. It must be fought and replaced with a counter-hegemonic set of values and beliefs that promote compassion and care. Fighting hegemony requires fighting the "pillars" that support it. Most important among these are the mass media and culture industry, and mainstream economics. The former is responsible for a continuous stream of hegemonic propaganda; the latter - among others - for providing a pseudo-scientific justification for the false belief that there is no alternative. The Hegemony of Psychopathy concludes with some considerations on tactics and strategy in the struggle against the hegemony of psychopathy, but does not - and cannot - offer any concrete advice. It argues that knowledge is organised in conceptual spaces linked to paradigms and programmes which in turn are linked to ethnocentred knowledge processes; that until recently Western approaches, including Post-Colonial, French Social Science and American approaches, have dominated non-Western theories; and that Western theories have sometimes seemed incapable of explaining phenomena produced in other societies. It goes on to argue that the blurring of boundaries between Western and non-Western sociologies is very important; and that such a Post-Western approach will mean co-production and co-construction of common knowledge, the recognition of ignored or forgotten scientific cultures and a "global change" in sociology which imposes theoretical and methodological detours, displacements, reversals and conversions. The book brings together a wide range of Western and Chinese sociologists who explore the consequences of this new approach in relation to many different issues and aspects of sociology.

What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.
