Over the previous hundred years its population had doubled to 11,000, and the town was no longer limited to a peripheral role in the country's economy. Leslie Offutt examines the social and economic history of this major late-colonial trading center to cast new light on our understanding of Mexico's regional history. Drawing on a vast amount of original research, Offutt contends that northern Mexico in general has too often been misportrayed as a backwater frontier region, and she shows how Saltillo assumed a significance that set it apart from other towns in the northern reaches of New Spain. Saltillo was home to a richly textured society that stands in sharp contrast to images portrayed in earlier scholarship, and Offutt examines two of its most important socioeconomic groups—merchants and landowners—to reveal the complexity and vitality of the region's agriculture, ranching, and trade. By delineating the business transactions, social links, and political interaction between these groups, she shows how leading merchants came to dominate the larger society and helped establish the centrality of the town. She also examines the local political sphere and the social basis of officeholding—in which merchants generally held higher-status posts—and shows that, unlike other areas of late colonial Mexico, Saltillo witnessed little conflict between creoles and peninsulars. The growing significance of this town and region exemplifies the increasing complexity of Mexico's social, economic, and political landscape in the late colonial era, and it anticipates the phenomenon of regionalism that has characterized the nation since Independence. Offutt's study reassesses traditional assumptions regarding the social and economic marginality of this trading center, and it offers scholars of Mexican and borderlands studies alike a new way of looking at this important region.

Book excerpt: David Mayes proposes a new religious paradigm in early modern rural Germany. “Communal Christianity,” the religious practice prevalent among peasants in mid-sixteenth-century rural Upper Hesse is juxtaposed with the more formally organized “Confessional” sects (e.g. Lutheran, Calvinist). The author describes Communal Christianity’s characteristics and persistence in the face of attempts at confessionalization during the period of 1576-1648 and links its success in part to the decree of the 1555 Religious Peace of Augsburg that only one confessionalized Christian sect be officially recognized in a territory. Confessional sects became marginalized, and more locally well-established peasant communes retained power. The 1648 Peace of Westphalia encouraged reconciliation of confessionalized Christian sects, paradoxically spurring the decline of Communal Christianity in certain locales.

As the colonial project rose to a crescendo in the sixteenth and seventeenth centuries, the Indigenous farmers of central Mexico faced long-term problems standard historical treatments had attributed to drought and soil degradation set off by Old World agriculture. Instead, Bradley Skopyk argues that a global climate event called the Little Ice Age brought cold temperatures and elevated rainfall to the watersheds of Tlaxcala and Teotihuacan. With the climatic shift came cataclysmic changes: great floods, human adaptations to these deluges, and then silted wetlands and massive soil erosion. This book chases water and soil across the colonial Mexican landscape, through the fields and towns of New Spain’s Native subjects, and in and out of some of the strongest climate anomalies of the last thousand or more years. The pursuit identifies and explains the making of two unique ecological crises, the product of the interplay between climatic and anthropogenic processes. It charts how Native farmers responded to the challenges posed by these ecological rifts with creative use of plants and animals from the Old and New Worlds, environmental engineering, and conflict within and beyond the courts. With a new reading of the colonial climate and by paying close attention to land, water, and agrarian ecologies forged by farmers, Skopyk argues that colonial cataclysms—forged during a critical conjuncture of truly unprecedented proportions, a crucible of human and natural forces—unhinged the customary ways in which humans organized, thought about, and used the Mexican environment. This book inserts climate, earth, water, and ecology as significant forces shaping colonial affairs and challenges us to rethink both the environmental consequences of Spanish imperialism and the role of Indigenous peoples in shaping them.

Book excerpt: Why in the pre-industrial period were some settlements resilient and stable over the long term while other settlements were vulnerable to crisis? Indeed, what made certain human habitations more prone to decline or even total collapse, than others? All pre-industrial societies had to face certain challenges: exogenous environmental hazards such as earthquakes or plagues, economic or political hazards from ’outside’ such as warfare or expropriation of property, or hazards of their own-making such as soil erosion or subsistence crises. How then can we explain why some societies were able to overcome or negate these problems, while other societies proved susceptible to failure, as settlements contracted, stagnated, were abandoned, or even disappeared entirely? This book has been stimulated by the questions and hypotheses put forward by a recent ’disaster studies’ literature - in particular, by placing the intrinsic arrangement of societies at the forefront of the explanatory framework. Essentially it is suggested that the resilience or vulnerability of habitation has less to do with exogenous crises themselves, but on endogenous societal responses which dictate: (a) the extent of destruction caused by crises and the capacity for society to protect itself; and (b) the capacity to create a sufficient recovery. By empirically testing the explanatory framework on a number of societies between the Middle Ages and the nineteenth century in England, the Low Countries, and Italy, it is ultimately argued in this book that rather than the protective functions of the state or the market, or the implementation of technological innovation or capital investment, the most resilient human habitations in the pre-industrial period were those than displayed an equitable distribution of property and a well-balanced distribution of power between social interest groups. Myers returned to Cornell in 1938 and served for nearly fifteen years as dean of the College of Agriculture. Myers also served on the board of trustees of the Rockefeller Foundation, which was instituting agricultural research programs that would enable developing nations to become more productive, self-reliant, and anticommunist members of the global community.
