Book excerpt: The U.S. military's Joint Force Air Component Commander (JFACC) construct is the current method of theater level air power employment. JFACC doctrine largely reflects U.S. Air Force history and procedures. Despite its successes, the JFACC concept has a number of problems. These include doctrinal mismatches among the services, additional layers in the chain of command, lack of responsiveness, and large manpower requirements. This paper examines those issues and proposes technological and organizational changes to the JFACC. These changes would result in a flatter, more networked organization that would give the Joint Force Commander (JFC) increased flexibility and effectiveness in theater air power employment.

Book excerpt: Transformation initiatives in the Department of Defense have major implications on the development of command and control structures in the joint environment. Alternative methodology will be required to rupture outdated tactics, techniques, and procedures established under legacy systems and organizational architectures. Taking into account newly developed concepts, such as the Air Component Coordination Element (ACCE), future command and control systems must build on lessons learned and continue to seek improvements for critical mission taskings. Lessons learned in Operations ENDURING FREEDOM and IRAQI FREEDOM indicate close air support remains a controversial topic due to the availability of air assets and fratricide. Since command and control of close air support is tied to the authority of the Joint Air Operations Center (JAOC) in joint doctrine, the responsibility lies with the JAOC to ensure senior ground elements are supported according to the Joint Force Commander s priorities. Establishing a modular Joint Air Component Coordination Element (JACCE) in the command and control architecture with expanded authorities will in due course eliminate deficiencies and enhance the interconnectivity of the functional land component commander with the functional air component commander.

General George Churchill Kenney arrived in the South- west Pacific theater in August 1942 to find that his command, if not in a shambles, was in dire straits. The theater commander, General Douglas MacArthur, had no confidence in his air element. Kenney quickly changed this situation. He organized and energized the Fifth Air Force, bringing in operational commanders like Whitehead and Wurtsmith who knew how to run combat air forces. He fixed the logistical swamp, making supply and maintenance supportive of air operations, and encouraging mavericks such as Pappy Gunn to make new and innovative weapons and to explore new tactics in airpower application. The result was a disaster for the Japanese. Kenney's airmen used air power-particularly heavily armed B-25 Mitchell bombers used as commerce destroyers-to savage Japanese supply lines, destroying numerous ships and effectively isolating Japanese garrisons. The classic example of Kenney in action was the Battle of the Bismarck Sea, which marked the attainment of complete Allied air dominance and supremacy over Japanese naval forces operating around New Guinea. In short, Kenney was a brilliant, innovative airman, who drew on his own extensive flying experiences to inform his decision-making. General Kenney Reports is a book that has withstood the test of time, and which should be on the shelf of every airman.

The transformation from strategic applications to tactical integration has increased the demands for effects achievable through joint space capabilities on and off the battlefield. The explosive growth of and demand for joint space capabilities have outstripped the joint community's ability to provide unifying doctrine and a command and control structure to meet the demands. Consequently, the military services have independently developed solutions and doctrine to meet the needs of their respective joint force component commander. The thesis of this research is the US military must create a jointly focused command and control organization to meet the Joint Force Commander's growing demand for synchronized joint space capabilities. Although joint doctrine addresses the need for a space coordinating authority (SCA) separate from a commander to achieve space superiority, it does not provide sufficient joint authority to effectively execute the SCA role. Consequently, the Joint Force Air Component Commander has attempted to combine the roles in the Joint Air Operations Center resulting in a less than optimum integration of space into US joint warfighting. To establish clear lines of authority and enable a joint forces wide perspective of space power, a Joint Space Synchronization Authority supported by a Joint Space Synchronization Officer, Theater Space Integration Cell, and Joint Space Superiority Cell is proposed. While these organizations could operate independently of each other at different locations, the greatest synergy is obtained by co-locating them in a joint Space Integration Division in the JAOC. This construct allows for a jointly recognized and focused approach to space force synchronization and integration across all components."--Abstract.

This immediately leads to designating the ground component as the main effort to achieve operational objectives against ground-centric adversaries. There may be, however, better options that would maximize combat potential to meet the operational objectives with the fewest losses in the least amount of time. One of those options would be for the Joint Force Commander (JFC) to designate airpower as the main effort, using the Joint Force Land Component Commander (JFLCC) and Joint Force Special Operations Component Commander (JFSOCC) as supporting commanders, when the situation warrants. Operation ALLIED FORCE (OAF) and Operation ENDURING FREEDOM (OEF) are used to illustrate the validity of this concept. This operational concept would be appropriate in certain situations when the Joint Force Air Component Commander (JFACC) has command and control of the preponderance of kill mechanisms to attack the enemy's center of gravity. The use of operational art through an Ends, Ways, Means, and Risks framework is examined to determine when the JFC should consider designating airpower as the main effort and what conditions the JFC should be alert for in order to use this concept. Changes across the entire Doctrine Organization Training Material Leadership Personnel Facilities (DOTMLPF) spectrum are required to codify this change to ensure JFCs have another accepted option to achieve operational objectives.

This work describes the results of experiments examining the combination of feedback control and game theory, particularly continuous feedback of the Nash solution to a zero-sum game. The work includes a model of air mission dynamics, and applies nonlinear continuous-time deterministic differential equations using an iterative method based on successive local linear or quadratic approximations to reduce complexity. Additional work includes results of Kalman filtering used to estimate enemy state from partial measurements.

Like all doctrine, JP 3-30's publication marks both an end and a beginning. The product is the culmination of a joint process by which Soldiers, Sailors, Airmen, and Marines synthesized their experience and understanding of air and space C2 to provide future joint force commanders and staffs authoritative options. It codifies several important concepts, such as organizing with both theater and subtheater joint force air component commanders (JFACC), the role of air component coordination elements, considerations for the C2 of remotely piloted aircraft, and the potential for assigning JFACCs responsibilities for space-coordinating authority. However, the publication of JP 3-30 also signals the start of its revision. Transformation in the information age requires continuous improvement, and our dynamic Air Force strives to maintain the leading edge in the domains of air, space, and cyberspace. So, as today's version of JP 3-30 shapes how our joint forces command and control current air operations, we challenge our Airmen to renew the conversation onhow best to command and control air, space, and cyberspace forces for tomorrow's joint fight.
