Book excerpt: The purpose of this thesis is to design, develop, and demonstrate a decision model to dynamically apportion and allocate air assets in a theater level combat model subject to specified air campaign plan. The methods described are combined into a stand-alone air apportionment I air allocation (AA)2 model. The model translates the objectives of an air campaign phases into sets of strength categories that are used to value enemy unit capabilities. These strength categories are assigned desired levels by a user that define when a strength has been reduced to an acceptable level. These desired levels apportion friendly air assets between different strength categories based on the objectives the campaign phases. The strength categories are also used to value each potential target. These values are used to allocate sorties to reduce the strength of the potential target to the desired level. The model uses the strength values of potential targets to determine if the objectives of a campaign phase have been satisfied and whether to activate any follow-on phases. A demonstration of the (AA)2 model is included using a two phase air campaign. (AN).

Book excerpt: Doctrinal differences over the employment of airpower are as old as military aviation itself. One particular area of contention has been close air support (CAS). The two primary issues related to CAS are its command and control and responsiveness. Soldiers have argued that ground commanders should control their own aircraft, because ownership assures that airpower directly responds to their needs. Airmen have maintained that airpower should be centralized under a single air commander to allow for its flexible theaterwide employment. During World War 2, Korea, Vietnam, and Desert Storm, ground commanders demanded greater influence over airpower employment. Concurrently, the Air Force disagreed with the Navy and Marine Corps over centralized versus decentralized control of air assets. These two issues of command and control and responsiveness are embodied in the process of apportioning and allocating CAS. In all conflicts since World War 2, the United States has had the luxury of an overabundance of air assets. Despite a facade of centralization, airpower was parceled out to fill nearly everyone's needs. This avoided the need for any difficult choices. This study follows the history of CAS since World War 2 to examine how it has been apportioned and allocated in the past. It then examines the current joint air operations process. It is the contention of this study that the current system, rooted in its historical past, does not fully employ CAS to its optimum potential. The historical view of CAS has been as a tactical measure, with limited localized effects. However, properly integrated and coequal with the ground scheme of maneuver, it can have operational level effects. This study examines two theories of the use of CAS at the operational level and then recommends changes to the view of CAS and the process for its apportionment and allocation.

Its purpose is threefold: (1) to provide observations on the current processes and capabilities for planning and executing air operations in theater conflicts; (2) to identify key issues associated with those processes; and (3) to recommend analytic concentrations for future research. Our primary focus is at the broadest level of campaign planning and execution- activities flowing from the definition of campaign and operational objectives down to the allocation, apportionment, and tasking of forces. Our work involved interviews with a variety of USAF organizations. We did not explicitly interview personnel in other service or joint organizations; hence, we are plainly offering a USAF perspective on campaign planning. However, most of the USAF entities we talked with are intimately involved in joint and combined operations and planning, and Air Force doctrine and perceptions will likely play an important role in shaping future air campaigns. Therefore, we believe that this report has relevance beyond the confines of the USAF planning community. (KAR) P. 9.

It determines whether air actions should be considered as operations or campaigns. The monograph first addresses the definitions of the terms “campaign” and “operation,” and then establishes the criteria by which to judge three historical examples of the use of air power. These examples are the Battle of Britain, the Korean War air interdiction battle, and the Israeli pre-emptive strike against the Egyptian Air Force during the 1967 Arab-Israeli war. The monograph concludes that air operations should not be considered as campaigns. Air operations are part of the overall campaign and support campaign objectives rather than accomplishing strategic goals. The implications of this analysis are that air superiority should be the primary air operation; offensive air and ground operations must be synchronized for success; and the terms and concepts applied to ground operations can be applied to air operations. By understanding the correct relationship between air operations and campaigns, air planners can help Army planners prepare for success on the joint battlefield.
