Book excerpt: Excerpt from The Zemindary Settlement of Bengal, Vol. 1 of 2 The effects of the zemindary settlement of Bengal will last as long as British rule in India; but already, well conceived ideas of the authors of that settlement seem to be nigh forgotten. They designed a permanent settlement for the ryot, of the same character, and under the same gua rantee of its inviolability, as the permanent settlement for the zemindar, and they thought that they had effectually provided for such a settlement, at the rates of 1792, by the Regulations of 1793. Yet we find that in 1879 the Bengal Government has appointed a Committee to consolidate the substantive rent law, and to suggest amendments, as if a permanency of assessment had not been assured to the ryots in 17 93 by the authors of the permanent settlement, and as if the rents paid by ryots in the present day were not already so much greater, in dubitably, than the pergunnah rates, plus abwabs of 1792, as (at least) to assure to the ryots immunity from further enhancement of rent. His untimely death has left his intentions in this respect uncertain, and his papers throw no light on the manner in which he would have treated the subject. In these circumstancesdt has been thought better to let Dr. Wilson Speak for himself, in however fragmentary a fashion, than to prefix to his work a literary intro duction by another hand. A few months before his death he prepared, at the instance of Lord Curzon, a note on Old Fort William and the Black Hole, which was intended to serve as a brief guide to the model of the fort executed under Dr. Wilson's supervision for the Victoria Memorial Hall and also to the few remains of the old fort which may now be traced in situ. Book excerpt: Excerpt from Bengal Under the Lieutenant-Governors, Vol. 1 of 2: Being a Narrative of the Principal, Events and Public Measures During Their Periods of Office, Form 1854 to 1898 It must be the common experience of all who have passed middle life to find that important events in which they took part, and great men with whom they were well-acquainted, are absolutely unknown to the rising generation. I certainly have been much struck with the general want of information of the comparatively recent history of Bengal during the last thirty years. Traditions linger here and there: certain names are associated with particular occurrences: but such recollections are often inaccurate and always incomplete. The reason is not far to seek. There is no connected history of our own times in Bengal. There are excellent gazetteers, reports, statistical accounts, and books of reference; but such works may not be readily available: they are sometimes dry reading, and at any rate they require search and study. The object of these volumes is to supply the want of a continuous narrative of the official history, the principal events, and the personalities of a definite period. It is chiefly a compilation, as it is based on verbatim extracts from Administration Reports, Gazettes, official papers, books (some of standard merit, and others less known to fame), newspapers, and other public sources. An effort has been made to include every matter of importance in Bengal, and to give such an account in each instance as should satisfy either the ordinary or the official reader. Figures have necessarily been reproduced where essential, but statistics have been generally avoided. Documents have sometimes been quoted in extenso: in other cases the narrative is much condensed. To those who read for amusement only, such a compilation will present but few attractions: those who seek information will, it is hoped, find it in a handy form. In the abundance of materials the difficulty of selection has been considerable. "The art, like all art," as has been said, "consists in seeing and seizing the right facts and giving them prominence." As the work does not aim at being an encyclopaedia, it is impossible to satisfy everybody, but a future edition, if called for, can supply any obvious omissions which may be brought to light.
