The two campaigns in South Africa, however, that followed each other with but a brief interval, were notable exceptions. In the Zulu War the blunder, made by the General in command, of dividing his army and marching away with the greater portion with out troubling himself to keep up communication with the force left behind, brought about a serious disaster at 13am dula. In the Boer War we also suffered two defeats, one at Laing's Neck, the other at Majuba Hill, - and when at last a British force was assembled capable of retrieving these misfortunes, the English government decided not to fight, but to leave the Boers in possession of the Transvaal. This unfortunate surrender has, assuredly, brought about the troubled state of things now existing in South Africa. The people of England, ever since the days of King John, when the barons compelled him to sign the Magna Charta in the meadow of Runnymede, had struggled against tyranny; and when the emigrants sailed across the Atlantic to rear their homes in Virginia and New England, it was the transplanting of liberty to a continent where everything was new, and where the conditions that surrounded them were wholly unlike those of the Old World. This volume is an outline of some of the principal events that tran spired during the colonial period of our country, and portrays the hard ships and sufferings of those who laid the foundations of a new empire. It will show how the Old World laws, habits, and customs were gradually changed; how the grand ideas of Freedom and the Rights of Man took root and flourished. It covers the period from the discovery and settle ment of America to the Revolutionary War. In 1876 I wrote a volume entitled The Boys of '76 - a narrative of the battles of the Revolution, and of the trials and devotion of our fathers in establishing the indepen dence of the United States. While preparing that work, I discovered that there was no volume in existence that would give the young people of our country an idea of the struggles of men in England and Europe against the tyranny of emperors, kings, popes, archbishops, bishops, and inquisitors; to supply that want, I wrote a second volume, entitled The Story of Liberty, which traced a chain of events through a period of five hundred years, from the signing of the Magna Charta to the settlement of Jamestown and Plymouth. This volume, therefore, fills the gap between the others in time, and together they make a series, not of general history, but an outline history of the progress of ideas. Then for the second time came Hope; more solid Hope. Given a fairly early case, and three years, and recovery was in the offing. And so we went on cheerfully with Davos. But Davos was not for every one; nor was every case an early 'one. Then came the discovery that lower altitudes would do if certain conditions were obtained; and so arose the great sanatorium movement. But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. Before me now I see a gaunt hollow-eyed man, coughing, and leaning against the wall as he tried to talk to us, saying that his mates when he came out of the sanatorium - good fellows as they were - had bought him a milk that he might creep round, and earn a bit. The brave wife, shawl on head and mill apron on, had just come from the factory, and apologised for the dirty house - as well she might. The poor thing was working all day at the factory to keep the wolf from the door. All being dragged down together into the pit! What is the value of a good house, or a clean house, if no wages! What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world?
