Harris addresses questions of when, how, and why agriculture and settled village life began east of the Caspian Sea. The book describes and assesses evidence from archaeological investigations in Turkmenistan and adjacent parts of Iran, Uzbekistan, and Afghanistan in relation to present and past environmental conditions and genetic and archaeological data on the ancestry of the crops and domestic animals of the Neolithic period. It includes accounts of previous research on the prehistoric archaeology of the region and reports the results of a recent environmental-archaeological project undertaken by British, Russian, and Turkmen archaeologists in Turkmenistan, principally at the early Neolithic site of Jeitun (Djeitun) on the southern edge of the Karakum desert. This project has demonstrated unequivocally that agropastoralists who cultivated barley and wheat, raised goats and sheep, hunted wild animals, made stone tools and pottery, and lived in small mudbrick settlements were present in southern Turkmenistan by 7,000 years ago (c. 6,000 BCE calibrated), where they came into contact with hunter-gatherers of the "Keltiminar Culture." It is possible that barley and goats were domesticated locally, but the available archaeological and genetic evidence leads to the conclusion that all or most of the elements of the Neolithic "Jeitun Culture" spread to the region from farther west by a process of demic or cultural diffusion that broadly parallels the spread of Neolithic agropastoralism from southwest Asia into Europe. By synthesizing for the first time what is currently known about the origins of agriculture in a large part of Central Asia, between the more fully investigated regions of southwest Asia and China, this book makes a unique contribution to the worldwide literature on transitions from hunting and gathering to agriculture.

Book excerpt: Despite the importance of Southeast Asia (SEA) region in the world for economy and agriculture, and despite reported evidence of the modernization of various aspects of the agricultural sector, the information has not been compiled in ways that provides more representative insights of the regions, as well as chronological, dynamic perspectives across different aspects of the overall agricultural developments. This report partly fills this knowledge gap by summarizing the key characteristics in SEA region of the agricultural development, as well as changes in related outcomes, such as nutrition, natural resource endowments, and the labor movement into non-farm economies. In doing so, the report gathers secondary cross-country data on key aspects of the agricultural modernization and diversification. Overall, the SEA region has seen a relatively fast movement of labor out of the agricultural sector into non-farm sectors including trade, restaurants and hotel industries in the last few decades, leading to higher labor productivity growth than land productivity growth. Despite the important roles of trade, the agricultural production within the region and in each country continues to account for important sources of food and nutrition. The modern production technologies and inputs have spread constantly within the region, but with considerable time lags across countries. The growth of vegetable oils and aquaculture production have been considerable, and contrast with South Asia (SA)where similar patterns have been observed for vegetables and milk production. The public sector has played important roles in agricultural research and development (R&D)on genetic improvements, and infrastructure development, while keeping the nominal assistance to the sector through market interventions to a relatively modest level, which has been accompanied by the significant growth of the private-sector participation in the provisions of inputs, services and agricultural finance. The agricultural modernization in SEA region has, however, been also associated with some negative outcomes, including continued degradation of natural resources like water and forest areas in which SEA has been relatively rich historically, and gradual increases in certain types of malnutrition including overweight and diabetes.

During the 1960s and 1970s, most developing countries imposed pro-urban and anti-agricultural policies, while many high-income countries restricted agricultural imports and subsidized their farmers. Both sets of policies inhibited economic growth and poverty alleviation in developing countries. Although progress has been made over the past two decades to reduce those policy biases, many trade- and welfare-reducing price distortions remain between agriculture and other sectors and within the agricultural sector of both rich and poor countries. Comprehensive empirical studies of the disarray in world agricultural markets appeared approximately 20 years ago. Since then, the Organisation for Economic Co-operation and Development had provided estimates each year of market distortions in high-income countries, but there have been no comparable estimates for the world's developing countries. This volume is the third in a series (other volumes cover Africa, Europe's transition economices, and Latin America and the Caribbean) that not only fills that void for recent years but extends the estimates in a consistent and comparable way back in time and provides analytical narratives for scores of countries that shed light on the evolving nature and extent of policy interventions over the past half-century. 'Distortions to Agricultural Incentives in Asia' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the 12 largest economies of East and South Asia. Together these countries constitute more than 95 percent of the region's population, agricultural output, and overall GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the 1950s, and there have been substantial reforms since the 1980s, most notably in China and India. Nonetheless, numerous price distortions in this region remain and others have added in recent years. The new empirical indicators in these country studies provide a strong evidence-based foundation for assessing the successes and failures of the past and for evaluating policy options for the years ahead.

Three broad market failures constitute the primary arguments for this form of government intervention: a lack of market integration stemming from inadequate infrastructure, the absence or inadequacy of risk-mitigating institutions and markets, and the need to protect the world's poorest communities from a volatile global market. Opponents of such public intervention schemes claim that the old rationales are no longer convincing, that the programs are not cost-effective and do not allocate resources optimally, and that private institutions are strong enough to take over many of the functions traditionally performed by parastatals. In From Parastatals to Private Trade, the editorsclearly from the latter camppose three general questions: Why must parastatal-centered policies in Asia change, when should policy changes occur, and how should such change happen: gradually or abruptly? Book excerpt: Food was a critical front in the Cold War battle for Asia. “Where Communism goes, hunger follows” was the slogan of American nation builders who fanned out into the countryside to divert rivers, remodel villages, and introduce tractors, chemicals, and genes to multiply the crops consumed by millions. This “green revolution” has been credited with averting Malthusian famines, saving billions of lives, and jump-starting Asia’s economic revival. Bono and Bill Gates hail it as a model for revitalizing Africa’s economy. But this tale of science triumphant conceals a half century of political struggle from the Afghan highlands to the rice paddies of the Mekong Delta, a campaign to transform rural societies by changing the way people eat and grow food. The ambition to lead Asia into an age of plenty grew alongside development theories that targeted hunger as a root cause of war. Scientific agriculture was an instrument for molding peasants into citizens with modern attitudes, loyalties, and reproductive habits. But food policies were as contested then as they are today. While Kennedy and Johnson envisioned Kansas-style agribusiness guarded by strategic hamlets, Indira Gandhi, Marcos, and Suharto inscribed their own visions of progress onto the land. Out of this campaign, the costliest and most sustained effort for development ever undertaken, emerged the struggles for resources and identity that define the region today. As Obama revives the lost arts of Keynesianism and counter-insurgency, the history of these colossal projects reveals bitter and important lessons for today’s missions to feed a hungry world.

Book excerpt: Achieving sustainable agricultural development is at the forefront of the poverty reduction objective of the Central Asian republics - Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. Since independence, the countries of the Central Asian region have undergone a series of transition from centrally planned economies to a more market oriented system. Wide-ranging policy reforms have been implemented, although in varying degrees, in the five Central Asian countries. Despite great efforts by the countries and the external advice and efforts of international agencies to help them to follow a dynamic growth path, the progress in policy reforms has been frustratingly slow. Generating momentum to reorient the approach and the sequencing of policy reform packages will require rethinking of the policy reform process. This is particularly so in the food, agriculture, and natural resource sectors. This further requires improved understanding among the policymakers, donors, and international agencies of the impact of policy alternatives so that policy reforms and the speed with which they have been implemented are consistent with the objectives and the social and political realities of individual countries in the region. Involving the local policy research community in identifying critical issues and challenges, setting priorities among them for food and agricultural and natural resource policy research and analysis, and implementing joint research studies is the best way to generate knowledge on the impact of policy reforms and to increase ownership of policy design and implementation.

Book excerpt: As a result of the declining contribution of rice based farming in East Asia, investment in agriculture must diversify to maintain rural incomes. In the short term, countries should : 1) diversify toward crops for which there is a promising market ( fruits, vegetables, livestock products ) rather than sugar, rubber, coconuts and palm oil; and 2) expand small scale industry, marketing, and construction in rural areas. Long term needs include : a) higher yielding secondary food crops; b) better integration of livestock and crop production; c) more flexible irrigation and drainage systems; and d) improved technology to lower the cost of production. The paper concludes that the challenge to agriculture in East Asia is to sustain rice farming whicle expanding into a more flexible, diverse agriculture. The task for aid agencies will be to come up with suitable analytical skills and technical knowledge for the switch from commodity based project lending to broader sectoral support.
