Book excerpt: This study from the Independent Evaluation Group draws lessons for development and climate change mitigation from the World Bank Group's far-reaching portfolio of projects in energy, forestry, transport, coal power, and technology transfer. Reviewing what has worked, what hasn't, and why, the evaluation's key findings include: Energy efficiency can offer countries direct economic returns that dwarf those of most other development projects, while also reducing greenhouse gas emissions. Tropical forest protected areas, on average, significantly reduce tropical deforestation, preserving carbon and biodiversity. Deforestation rates are lower in areas that allowed sustainable use by local populations than in strictly protected areas. Deforestation rates were lowest of all in indigenous forest areas. For renewable energy projects, long-duration loans have been important in making projects financially viable.. But at prevailing carbon prices, carbon offset sales had little impact on most renewable energy projects rate of returns, and did not address investors need for up-front capital. Technology transfer broadly understood to include diffusion of technical and financial innovations related to low-carbon development has worked well when the logic of piloting and demonstration is well thought out, and when grants are used to mitigate the risk of pioneering efforts.

Book excerpt: To understand China’s climate change policy is not easy, as the country itself is a paradox actor in global climate political economy: it used to take very suspicious stand on the scientific certainty of climate change, but recently it has become a signatory and firm supporter of the Kyoto Protocol; it stubbornly refuses to accept any emission cutting obligations, but has gradually taken the lead in developing renewable energies and carbon trading business; it accuses western countries of their hypocrisy and irresponsibility, but ironically maintains close cooperation with them on low-carbon projects; it fears climate mitigation commitments may hamper the economic growth, but meanwhile spends most lavishly on the research and development of clean energy and other green technologies. This book, unlike other researches which explain China’s climate policy from pure economics or politics/foreign policy perspectives, provides a panoramic view over China’s climate-related regulations, laws and policies as well as various government and non-government actors involved in the climate politics. Through analyzing the political and socioeconomic factors that influence the world’s largest carbon emitter’s participation into the global collective actions against climate change, the book argues that as a vast continental state with a mix of authoritarian politics and a quasi-liberalised market economy, China’s climate policy process is fragmented and self-defensive, seemingly having little room for significant compromises or changes; yet in response to the mounting international pressures and energy security concerns and attracted by lucrative carbon businesses and clean energy market, the regime shows some sort of better-than-expected flexibility and shrewdness in coping with the newly-emerged challenges. Book excerpt: Market-based environmental instruments are the most creative of the many initiatives devised to combat air and water pollution and promote biodiversity. Among these, none has attracted more attention than the burgeoning trade in environmental allowances and credits. Originally developed in the United States around 1990, these varieties of tradable instruments were globally validated by the Kyoto Protocol of 1997, which explicitly contemplates the buying and selling of environmental allowances and credits among both sovereign states and corporate entities. Despite U.S. opposition to the Kyoto Protocol, global trading in pollution instruments is growing at an exponential rate, with instruments representing over 70 million tonnes of greenhouse gas emissions estimated to have been traded in 2003. Eco-Finance is the first in-depth legal analysis of this extraordinary hybrid of environmental regulation and global financial markets. It deals with what are currently the two dominant types of market-based environmental instruments: market-traded environmental instruments (which include the tradable pollution allowances envisaged by the Kyoto Protocol), and environmental financing instruments (which include the emerging class of environmental and socially responsible investment funds). Among the numerous topics and issues treated by Ali and Yano are the following: the ?cap-and-trade? regime; debt-for-environment swaps; forestry securitisations; greenhouse gas emissions markets; carbon funds and swaps; tradable green certificates weather derivatives; duty to hedge climatic risks; catastrophe bonds; protected cell companies; the prudent investor rule; and ethical security indices.
