Book The work of the British Council 2008 09

Download or read book The work of the British Council 2008 09 written by Great Britain: Parliament: House of Commons: Foreign Affairs Committee and published by The Stationery Office. This book was released on 2010-02-04 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The British Council is the UK's international organisation for educational opportunities and cultural relations. Its purpose is to "build engagement and trust for the UK through the exchange of knowledge and ideas between people worldwide." As well as education, it runs programmes in the arts, science, sport, governance and English language in 110 countries and territories worldwide. 2009 marked the 75th anniversary of the establishment of the Council. It receives Grant-in-Aid from the FCO for its public diplomacy activity: £209 million 2008-09, a 6% increase from 2007-08. The Committee concludes that the change in extent of data provided and the presentation of that data in the British Council's 2008-09 annual report makes it more difficult to track and evaluate the Council's performance over a period of years. In future the annual report should include fuller performance data, including corporate performance scores and reach, to facilitate year-on-year analysis. The recent decline in some of the scores achieved in relation to quality of service, particularly in that relating to engagement with decision makers and senior influencers, gives cause for concern. The Committee welcomes the Council's efforts to re-establish itself in Iran and Zimbabwe, its increased focus on China, and its progress in implementing NAO suggested administrative reforms (HC 625, session 2007-08, ISBN 9780102954173). 2009-10 will be a difficult year for the British Council and further cuts in staff and services may be unavoidable. In these circumstances it is important that the Council concentrates its activities on its core business and key objectives.

Book excerpt: The Committee welcomes a strong performance by the BBC World Service across all media in 2008-09, particularly the unprecedented growth in online audiences. The report examines the overall performance, noting a global reach in radio and television of 185 million adults a week and the high regard for objectivity and relevance achieved by the Service in surveys of customers. Ratings for value and loyalty were also high in some countries. The report then reviews specific successes and problems in particular countries or services: BBC Arabic television; BBC Persian television; other language services; online and mobile technology; China; Russia; Sri Lanka; Rwanda; Azerbaijan; and administration. The Committee concludes that 2009-10 will be a difficult year for the BBC World Service and that further cuts in staff and services should be avoided. The World Service is of key importance in providing a source of high quality and politically independent broadcasting worldwide.

Download or read book Global security written by Great Britain: Parliament: House of Commons: Foreign Affairs Committee and published by The Stationery Office. This book was released on 2010-03-28 with total page 244 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Foreign Affairs Committee concludes that the UK has an extremely close and valuable relationship with the US in specific areas of co-operation, for instance in the fields of intelligence and security; that the historic, trading and cultural links between the two countries are profound; and that the two countries share common values in their commitment to freedom, democracy and the rule of law. However, the use of the phrase 'the special relationship' in its historical sense, to describe the totality of the ever-evolving UK-US relationship, is potentially misleading, and its use should be avoided. The report examines key areas of co-operation: military and defence; intelligence; security; nuclear. Other sections cover: the FCO's US network (under unacceptable financial pressure); the British political approach to UK-US relations; the future of the relationship. The Committee believe the UK must continue to position itself closely alongside the US in the future, recognising the many mutual benefits which flow from close co-operation in particular areas. But the UK needs to be less deferential and more willing to say no to the US on those issues where the two countries' interests and values diverge.

Download or read book The British Council written by Great Britain. National Audit Office and published by The Stationery Office. This book was released on 2008 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The British Council has been flexible in moving its attention and resources to match new UK priorities, particularly in the Islamic World and the Far East. It continues to implement numerous and extensive internal changes aimed at increasing its effectiveness and efficiency, though delivery of projects and change has been uneven across its global network. The Council's approach to measuring its performance is well developed. Its scorecard shows positive results across most aspects of activity, including audience sizes, customer satisfaction scores, and the perceptions of stakeholders and partners. The Council increasingly depends on contributions from external partners and commercial sponsors, to expand its activities and impacts. This will mean reversing the downward trend in sponsorship and other contributions of the last six years. The Council has recognised the importance of good customer service, but it is not yet meeting the standards it sets for itself across the whole network. It also needs to implement a customer database to enable it to track customer contacts and better understand its audiences. The British Council's £181 million English language teaching and examinations business has a strong reputation and more than covers its costs. The teaching operation also supports UK public diplomacy, notably by helping overseas governments expand the teaching of English in their schools and colleges. But the teaching business has a high cost base, charges premium prices, and has limited reach outside overseas capital cities. Although there has been an increase in the numbers of students taught, the network of teaching centres has contracted in recent years. To continue to grow the business, the Council will need to put into action its ideas about alternative lower-cost ways to deliver good quality teaching.

Book Language in education Policies

Download or read book Language in education Policies written by Anthony J. Liddicoat and published by Multilingual Matters. This book was released on 2013-04-08 with total page 379 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the ideological underpinnings of language-in-education policies that explicitly focus on adding a new language to the learners' existing repertoire. It examines policies for foreign languages, immigrant languages, indigenous languages and external language spread. Each of these contexts provides for different possible relationships between the language learner and the target language group and shows how in different polities different understandings influence how policy is designed. The book develops a theoretical account of language policies as discursive constructions of ideological positions and explicates how ideologies are developed through an examination of case studies from a range of countries. Each chapter in this book takes the form of a series of three in-depth case studies in which policies relating to a particular area of language-in-education policy are examined. Each case examines the language of policy texts from a critical perspective to deconstruct how intercultural relationships are projected.

Book Routledge Handbook of the Global South in Sport for Development and Peace

Download or read book Routledge Handbook of the Global South in Sport for Development and Peace written by Billy Graeff and published by Taylor & Francis. This book was released on 2024-07-18 with total page 749 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the field of Sport for Development and Peace (SDP), putting Global South voices and perspectives at the centre of the analysis. Covering a wide range of thematic and methodological areas that inform existing and emerging discourses in SDP, it represents an unparalleled resource for researchers and practitioners working in this area. Arranged into geographical sections covering Africa, Asia, South America, North America and Oceania, the book presents original research in Global South countries or by Global South researchers and practitioners, sometimes in collaboration with colleagues from the Global North. It highlights practices and theories created, developed, interpreted and reinterpreted by people who belong to the communities where these sporting experiences have been taking place, and whose critical reflections and experiences have yet to gain attention in international academic and practitioner communities in the English language. The book presents the views of diverse stakeholders, programme participants, promoters, coaching staff, volunteers, researchers, teachers, lecturers and other actors that have been difficult to access for researchers who do not usually speak languages other than English. A landmark publication in the field of SDP, this book is essential reading for any advanced student, research, practitioner or policy-maker with an interest in the value of sport in international development.

Book Foreign and Commonwealth Office Annual Report 2007 08

Download or read book Foreign and Commonwealth Office Annual Report 2007 08 written by Great Britain: Parliament: House of Commons: Foreign Affairs Committee and published by The Stationery Office. This book was released on 2009 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report is the Committee's annual review of how the FCO is managing its resources, examining the departmental annual report for 2007-08 (Cm. 7398, ISBN 9780101739825). Chapters cover: new strategic framework; performance measurement; global network; essential services; FCO Services; personnel issues; transparency and openness; financial management; public diplomacy and communication; the British Council; the BBC World Service. The Committee is concerned that the FCO is facing serious financial pressures in this financial year due to the Treasury's withdrawal of its support for the Overseas Pricing Mechanism (OPM) which used to protect departments from the weakening of sterling. There is a risk that the FCO may not be able to meet higher international subscriptions over the next two financial years, causing its performance against Public Service Agreement targets to suffer. The likely increase in the UN Regular Budget and other international subscriptions will push this figure even higher. The FCO should have to shoulder the financial burden from within its already tight budget to pay for subscriptions which also benefit other Government departments. The Committee recommends that additional nondiscretionary costs should properly be met by the Treasury.

Download or read book Government reform of higher education written by Great Britain: Parliament: House of Commons: Business, Innovation and Skills Committee and published by The Stationery Office. This book was released on 2011-11-10 with total page 384 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report concludes that the Government's communications strategy on tuition fees could have been more effectively realised. It urges the government to "reconsider funding widening participation in higher education through a programme similar to the 'pupil premium'." The committee also concluded that "focusing financial support on providing money for living costs to students while they are studying would be a more effective means of support than fee-waivers and would be more consistent with the message that students should not be dissuaded from applying to university because of the cost." and recommends that the National Scholarship Programme be refocused accordingly. Furthermore reforms are not yet complete with a number of consultation exercises currently out for responses, including early repayment penalties for loans, the future of student number controls, loans for students studying at alternative providers, "off quota" students and a new regulatory framework for new and alternative providers. The detail to be required in the Key Information Sets has yet to be finalised. There will also need to be changes to both OFFA and HEFCE to reflect their changing responsibilities in higher education. The committee highlights the fact that the new fee regime is to start at the beginning of the next academic year and there is concern that the necessary coherent package of reforms be delivered to that timetable. The report also stresses that the reforms should be implemented as a package and not in a piecemeal way

Book The migration debate

Download or read book The migration debate written by Spencer, Sarah and published by Policy Press. This book was released on 2011-06-29 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: A contribution to one of the most hotly contested issues in Europe, The migration debate provides a well-balanced, critical analysis of UK migration policies, in a European context, from entry controls through to integration and citizenship. Exploring the pressures and constraints that have shaped a rapidly shifting policy terrain, this accessible overview offers a considered assessment of policy options to provide the foundation for a less polarised, better-informed public debate. Unusual in its coverage of immigration for work, study, family and protection, and in its insistence that an understanding of integration processes must be considered alongside analysis of entry controls, The migration debate will be of equal value to policy makers as to a multi-disciplinary academic readership.

Book British Public Diplomacy and Soft Power

Download or read book British Public Diplomacy and Soft Power written by James Pamment and published by Springer. This book was released on 2016-10-17 with total page 247 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume outlines two decades of reforms at the Foreign & Commonwealth Office (FCO), British Council and BBC World Service – the so-called Public Diplomacy Partners. Between 1995 and 2015, the FCO and its partner organisations in promoting British influence abroad have introduced major changes to how, where and with whom diplomacy is conducted. This unique study links major organisational reforms to the changing political, technological and intellectual contexts of the day. Through detailed case studies over a 20-year period, this study demonstrates how and why British diplomacy evolved from a secretive institution to one understanding its purpose as a global thought leader through concepts such as public diplomacy, digital diplomacy and soft power. It is rich with unpublished documents and case studies, and is the most detailed study of the FCO and British Council in the contemporary period. From Cool Britannia to the recent GREAT campaign via the 2012 Olympics and diplomats on Twitter, this book charts the theory and practice behind a 21st century revolution in British diplomacy. This work will be of much interest to policymakers and advisors, students and researchers, and foreign policy and communication specialists. “From the heady past of Cool Britannia to the present days of the Great Campaign by way of the Royal Wedding, London Olympics and multiple other gambits in Britain's evolving attempt to connect to foreign publics, this book is the essential account of the inner workings of a vital aspect of contemporary British foreign policy: public diplomacy. James Pamment is an astute, succinct and engaging Dante, bringing his readers on journey through the policy processes behind the scenes. We see the public diplomacy equivalents of paradise, purgatory and the inferno, though Pamment leaves us to decide which is which.” Nicholas J. Cull, author of ‘The Decline and Fall of the United States Information Agency: American Public Diplomacy, 1989-2001’. “A gift to practitioners who want to do the job better: required reading for anyone going into a senior job at the British Council, the UK Foreign & Commonwealth Office and enlightened thinkers at 10 Downing Street, HM Treasury and Ministries of Foreign Affairs worldwide. Authoritative, scholarly and accurate, Pamment strikes a great balance between the salient details and the overarching picture. He also does a major service to those of us who lived it; our toils make more sense for what he has done - placing them in a historical and conceptual context.” John Worne, Director of Strategy & External Relations, British Council, 2007-2015

Book FCO performance and finances

Download or read book FCO performance and finances written by Great Britain: Parliament: House of Commons: Foreign Affairs Committee and published by The Stationery Office. This book was released on 2011-02-11 with total page 128 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report focusses on the FCO's financial situation and the implications of the Spending Review 2010 for its work and performance, and that of its associated body, the British Council. The FCO is one of the major departmental 'losers' in the Spending Review. Reductions in spending on the FCO, if they result in shortfalls in skilled personnel and technical support in key countries and regions, can have a serious effect in terms of the UK's relations with foreign countries, out of all proportion to the amounts of money involved, especially in relation to the UK's security and that of its Overseas Territories. Cuts to the core FCO budget of even 10% may have a damaging effect on the Department's ability to promote UK interests overseas. The FCO will also face cuts of 55% to its capital budget. The target of raising £50 million per year through selling existing buildings may be difficult to achieve, and may not secure savings in the long-term. A further reduction in the opportunities for more junior UK-based staff to serve in overseas posts, and a consequent diminishing of experience and morale among FCO employees, could over time have a damaging effect on the quality of British diplomacy and the effectiveness of the FCO. The British Council, facing a 25% cut in spending, should give detailed information on its strategy for implementing the cut, which may well trigger fundamental rethinking of the role and work of the Council.
