Book excerpt: Maximum queue times at major UK ports have been consistently too high for the last 12 months. Some carriers are resigning themselves to reducing their revenue because Border Force lacks capacity. Many airlines have years of experience in providing advanced passenger information to the United States are now obliged to provide advanced information to e-Border although this information is not always used optimally. The Committee recommends that Border Force: adopt a target for reducing the maximum queuing times; adopt a more frequent measurement of queues in order to improve accuracy and to inform staff rostering decisions; install "waiting time" boards in all arrivals halls at major ports; keep E-gates operational at all times when flights are arriving; and if the control room at Heathrow continues to be a success then adopt the model at other major ports where appropriate. The Home Office should: reintroduce the risk based entry check pilot; carry out a full reappraisal of the number of Border Force staff needed across the UK if it wishes to persist with 100% entry checks for all passengers; and bring forward the reinstatement of 'smart zones'. It was also of notable concern that Border Force has been unable or unwilling to provide comparable data on the number of drug seizures carried out by Border Force in April 2011 and April 2012; the number of passengers about whom security alerts were issued to the Border Force that were actually encountered trying to enter the UK; or the number of illegal migrants trying to enter the UK through the 'Lille Loophole'

Book excerpt: Since the UK Border Force was separated from the UK Border Agency, it has met some important objectives such as reducing queuing times. To provide value for money, however, it needs to perform effectively and in a sustained way across the full range of its activities. Border Force officers reported that staff shortages and the requirement to prioritize full passenger checks while managing queue times often prevented their performing other important duties, such as checking freight. In addition, during the first months of 2012-13, the Border Force's performance in some of its activities, such as seizures of cigarettes and counterfeit goods, entry refusals and detecting forgeries, was below target. The Home Office's internal auditors confirmed that the 2012 Olympics and wider resourcing issues had an effect on the Border Force's ability consistently to resource customs controls. The Border Force's workforce lacks organizational identity. The Border Force consists largely of officers who previously worked in separate customs and immigrations agencies, who typically still identify themselves as 'ex-customs' or 'ex-immigration'. To meet the demands the Border Force is recruiting more staff. Despite this, there are continuing staff shortages at the border. The Border Force has not established whether it has the resources it needs to deliver all its objectives. It needs to deploy staff flexibly to respond to its competing demands, but is prevented from doing this as efficiently as possible because almost a fifth of its workforce is employed under terms and conditions that restrict working hours to fixed periods during the week

While politicians and pundits endlessly debate immigration policy, US Border Patrol agents put their lives on the line to enforce immigration law. In a day’s work, agents may catch a load of narcotics, apprehend groups of people entering the country illegally, and intercept a potential terrorist. Their days often include rescuing aliens from death by thirst or murder by border bandits, preventing neighborhood assaults and burglaries, and administering first aid to accident victims, and may involve delivering an untimely baby or helping stranded motorists. As Bill Broyles and Mark Haynes sum it up, “Border Patrol is a hero job,” one that too often goes unrecognized by the public. Desert Duty puts a human face on the Border Patrol. Book excerpt: In this report the Home Affairs Committee highlights a number of areas where the UK Border Agency is not meeting the standards which both those using its services and the general public have the right to expect. The committee singles out the continuing threat of delays and backlogs in processing asylum applications, which it attributes at least in part to inadequate decision-making in the first instance. The committee reiterates its predecessors' recommendations about tightening up the registration and inspection of colleges in order to close down bogus institutions established chiefly to enable people to bypass the restrictions on work-related immigration to the UK. It raises concerns that the programme to clear the historic backlog of 400-450,000 asylum cases will end in July 2011 with the Agency having been unable to discover what has happened to the claimants in up to one in seven (61,000) of the cases. The passage of time means that the UK Border Agency is unlikely to trace 70 of the 1013 Foreign National Prisoners whose release without deportation led to Mr Charles Clarke's resignation as Home Secretary in 2005. There are concerns about the adequacy of the training and supervision of those involved in the enforced removal of unsuccessful asylum claimants. Finally, in the current economic situation a significantly lower salary should be paid to the successor to the outgoing head of the Agency.
