RAND conducted in-depth interviews and focus groups with new recruits, recruiters, and recruiting leadership. Several themes emerged from these discussions. Many female recruits in our focus groups preferred female recruiters and female-specific events. Many male recruits in our focus groups reported not being influenced by the policy change to open combat jobs to women. Recruiters and recruits in our focus groups reported dissatisfaction with what they view as burdensome administrative requirements. Both recruiters and recruits recommended launching advertising campaigns showing women serving alongside men in a wide range of military jobs, and debunking stereotypes of military service. Finally, commanders of the recruiting services reported concern over resources available to them in the current environment. Book excerpt: Exploring efforts to integrate women into combat forces in the military, we investigate how resistance to equity becomes entrenched, ultimately excluding women from being full participants in the workplace. Based on focus groups and surveys with members of Special Operations, we found most of the resistance is rooted in traditional gender stereotypes that are often bolstered through organizational policies and practices. The subtlety of these practices often renders them invisible. We refer to this invisibility as organizational obliviousness. Obliviousness exists at the individual level, it becomes reinforced at the cultural level, and, in turn, cultural practices are entrenched institutionally by policies. Organizational obliviousness may not be malicious or done to actively exclude or harm, but the end result is that it does both. Throughout this Element we trace the ways that organizational obliviousness shapes individuals, culture, and institutional practices throughout the organization.

Book excerpt: On 24 January 2013, the Secretary of Defense (SecDef) rescinded the 1994 Direct Ground Combat Definition and Assignment Rule (DCAR) that excluded women from assignment to units and positions whose primary mission is to engage in direct combat on the ground. In doing so, the SecDef directed the opening of all occupational specialties, positions and units to women; the validation of gender-neutral standards for those positions; and establishment of milestones for implementation. In a March 2013 memorandum, Commander USSOCOM directed several initiatives as a result of the SecDef's DCAR rescission. While other studies examined individual performance and standards, the JSOU Center for Special Operations Studies and Research examined the effects on team dynamics. The challenge for this study was to determine if changing the gender component of Special Operations Forces elite teams from single-gender (masculine) to mixed-gender would affect team dynamics in a way that would compromise the ability of the team to meet a mission objective.

Book excerpt: Analyzing Department of Defense (DoD) deployment data through December 2008, Arroyo found that the Army has provided over 1 million troop-years to OIF and OEF, and most soldiers now deployed to OEF and OIF are on their second or third tour. Those soldiers who have not yet gone to OEF and OIF typically fall into one of two categories: new soldiers, needing to complete training before deployment; and experienced soldiers, needed for missions outside of Iraq and Afghanistan. The demand for active-duty soldiers in OEF and OIF would have exceeded supply under the Army's normal deployment policies, so the Army took several actions to increase supply: it increased the overall size of the active component; it reassigned soldiers from other missions to the pool of soldiers rotating to OEF and OIF; and it greatly increased the rate at which soldiers rotate to and from the wars -- to a rate that the Chief of Staff of the Army has characterized as unsustainable. The Army retains very limited unutilized capacity to deploy additional active-duty soldiers beyond the current troop levels in OEF and OIF.

Congress authorized the organization of the Women's Army Auxiliary Corps (later renamed Women's Army Corps) in 1942, and hundreds of women were able to join in the war effort. Charity Edna Adams became the first black woman commissioned as an officer. Black members of the WAC had to fight the prejudices not only of males who did not want women in their "man's army," but also of those who could not accept blacks in positions of authority or responsibility, even in the segregated military. With unblinking candor, Charity Adams Earley tells of her struggles and successes as the WAC's first black officer and as commanding officer of the only organization of black women to serve overseas during World War II. The 6888th Central Postal Directory Battalion broke all records for redirecting military mail as she commanded the group through its moves from England to France and stood up to the racist slurs of the general under whose command the battalion operated. The Six Triple Eight stood up for its commanding officer, supporting her boycott of segregated living quarters and recreational facilities. This book is a tribute to those courageous women who paved the way for patriots, regardless of color or gender, to serve their country.

Qualifying as an Army research psychologist requires, first of all, a Ph.D. from a research (not clinical) intensive graduate psychology program. Due to their advanced education, research psychologists receive a direct commission as Army officers in the Medical Service Corps at the rank of captain. In terms of numbers, the 71F AOC is a small one, with only 25 to 30 officers serving in any given year. However, the 71F impact is much bigger than this small cadre suggests. Army research psychologists apply their extensive training and expertise in the science of psychology and social behavior toward understanding, preserving, and enhancing the health, well being, morale, and performance of Soldiers and military families. As is clear throughout the pages of this book, they do this in many ways and in many areas, but always with a scientific approach. In addition to our core group of 71Fs, at the Bethesda 2008 meeting we had several brand-new members, and a number of distinguished retirees, the "grey-beards" of the 71F clan. Together with longtime 71F colleagues Ross Pastel and Mark Vaitkus, I also saw an unusual opportunity to capture some of the history of the Army Research Psychology specialty while providing a representative sample of current 71F research and activities. It seemed to us especially important to do this at a time when the operational demands on the Army and the total force were reaching unprecedented levels, with no sign of easing, and with the Army in turn relying more heavily on research psychology to inform its programs for protecting the health, well being, and performance of Soldiers and their families."
