Book excerpt: Recent developments such as Sweden's' Feminist Foreign Policy, the "Hillary Doctrine," and the integration of women into combat roles in the U.S. have propelled gender equality to the forefront of international politics. The UN Department of Peacekeeping Operations, however, has been integrating gender equality into peacekeeping missions for nearly two decades as part of the women, peace and security agenda that has been most clearly articulated in UNSC Resolution 1325. To what extent have peacekeeping operations achieved gender equality in peacekeeping operations and been vehicles for promoting gender equality in post-conflict states? While there have been major improvements related to women's participation and protection, there is still much left to be desired. Sabrina Karim and Kyle Beardsley argue that gender power imbalances between the sexes and among genders place restrictions on the participation of women in peacekeeping missions. Specifically, discrimination, a relegation of women to safe spaces, and sexual exploitation, abuse, harassment, and violence (SEAHV) continue to threaten progress on gender equality. Using unique cross-national data on sex-disaggregated participation of peacekeepers and on the allegations of SEAHV, as well as original data from the UN Mission in Liberia, the authors examine the origins and consequences of these challenges. Karim and Beardsley also identify and examine how increasing the representation of women in peacekeeping forces, and even more importantly through enhancing a more holistic value for "equal opportunity," can enable peacekeeping operations to overcome the challenges posed by power imbalances and be more of an example of and vehicle for gender equality globally.

While rape and other forms of sexual violence have attracted considerable local and international attention, this often excludes wartime sexual violence among women belonging to so-called ‘perpetrator’ war-torn nations. This book explores the silence surrounding women’s experiences of wartime sexual violence within academic, legal and public discourses. Olivera Simić argues that the international criminal law and feminist legal discourse on wartime sexual violence can construct a problematic victim hierarchy that excludes and misrecognises certain women’s experiences of sexual violence during and after armed conflict. The book focuses on the experiences of Bosnian Serb women, where the collapse of the former Yugoslavia led to brutal war and gross human rights violations throughout the 1990s. Two decades after the war, women in Bosnia and Herzegovina are still facing the legacies of the violence in the 1990s. Through this case Simić argues that while all women survivors of rape face problems of stigma, shame and lack of political visibility, their legal and symbolic status differ according to their ethno-national identity. Drawing on interviews with Bosnian Serb women survivors of rape in Bosnia and Herzegovina, feminist activists, local media, documentary and archival sources, the book examines ‘post-conflict justice’ as it is seen, lived and interpreted by women who belong to ‘perpetrator’ nations and will be of great interest and use to researchers, students and practitioners within post-conflict law and justice, international criminal law, security studies and gender studies.

Book excerpt: This timely volume explores the “dark side” of United Nations (UN) Peacekeeping in Africa: when rather than help establish a rule of law in the host country, they become perpetrators of crime. The work of the UN peacekeepers is generally comprised of police and military personnel, from countries who contribute voluntarily to assist war-torn countries create conditions for lasting peace. Overall, these peacekeeping efforts are perceived positively, with volunteers giving their time and risking their lives to bring normalcy and peace to civilians in countries with conflict. In fact, there are cases where UN Peacekeepers are sometimes the victims of violent crimes, and need security and protection themselves. Although instances of abuse are not widespread and are certainly not isolated to Africa, this work focuses on Africa because there is a high concentration of UN Peacekeepers there, and lessons learned can be applied to other regions. The instances of abuse cover serious crimes including sexual abuse and exploitation, child and arms trafficking, and corruption, all of some of the most vulnerable populations in the world at the time. Although these instances are not extensive, they remain a fundamental problem because there is no existing mechanism for prosecution in the international area: it is only the troops’ home country, not the UN, who has the right to exercise criminal jurisdiction. The also undermine the good work that UN Peacekeepers are doing all over the world. This work is concerned with highlighting why these instances occur, and why specific forms of abuse are more prevalent than others. It also discusses how to prevent abuse and violations from happening in the first place, and creating a culture of change and accountability. Finally, taking into account cultural and legal systems from troops’ home countries, the author considers the ways that local rules can be aligned with international standards. In will be of interest to researchers in Criminology and Criminal Justice, International Relations, Sociology and Demography, Public Health, Comparative Law, and other related disciplines.
