The book challenges existing histories of the women’s movement that suggest the movement went into decline during the inter-war period, only to be revived by the emergence of the Women’s Liberation Movement in the late 1960s. It is argued that the term 'women’s movement' must be revised to allow a broader understanding of female agency encompassing feminist, political, religious and conservative women’s groups who campaigned to improve the status of women throughout the twentieth century. The book provides a radical re-assessment of this period of women’s history and in doing so makes a significant contribution to ongoing debates about the shape and impact of the women’s movement in twentieth-century Britain.

This book argues that the phrase was not simply a rhetorical flourish; it represented a demand to participate in shaping the global polity and an expression of women's obligation to work for peace and equality. The nine women profiled here invoked world citizenship as they promoted world government—a permanent machinery to end war, whether in the form of the League of Nations, the United Nations, or a full-fledged world federation. These women agreed neither on the best form for such a government nor on the best means to achieve it, and they had different definitions of peace and different levels of commitment to genuine equality. But they all saw themselves as part of a global effort to end war that required their participation in the international body politic. Excluded from full national citizenship, they saw in the world polity opportunities for engagement and equality as well as for peace. Claiming world citizenship empowered them on the world stage. It gave them a language with which to advocate for international cooperation. Citizens of the World not only provides a more complete understanding of the kind of world these women envisioned and the ways in which they claimed membership in the global community. It also draws attention to the ways in which they were excluded from international institution-building and to the critiques many of them leveled at those institutions. Women's arguments for world government and their practices of world citizenship represented an alternative reaction to the crises of the first half of the twentieth century, one predicated on cooperation and equality rather than competition and force.

Scarcely forty years later, women in the state won full-fledged citizenship and voting rights by stepping outside the home to engage in robust activism. Gayle Gullett reveals how this enormous transformation came about and the ways women's search for a larger public life led to a flourishing women's movement in California. Though voters rejected women's radical demand for citizenship in 1896, women rebuilt the movement in the early years of the twentieth century and forged critical bonds between activist women and the men involved in the urban Good Government movement. This alliance formed the basis of progressivism, with male Progressives helping to legitimize women's new public work by supporting their civic campaigns, appointing women to public office, and placing a suffrage referendum before the male electorate in 1911. Placing local developments in a national context, Becoming Citizens illuminates the links between women's reform movements and progressivism in the American West.
