While it will be acknowledged that certain trades, occupied directly or indirectly with the production of warlike materials, must benefit by a state of war, or preparation for war, must there not for every such instance be others which lose in a corresponding degree To this question I am inclined to answer No. (in what follows I shall endeavour to use the word trade as including all forms of production in the widest economic sense of the term.) That war can be in any way good for trade is not surprising, if we mean by that statement that war causes the exertion of extra efforts by some or all the members of a community.
