Given the severe impact of the recent economic crisis on social welfare in the region, it also investigates the nature and extent of social exclusion, a factor likely to produce future political instabilities if not effectively addressed by a return to sustainable economic growth. The contributions explore these issues in light of the major influence of EU policy instruments and advice, which are currently guiding the economies along an accession trajectory to future EU membership.

The central question was what happens to imported models when they are transposed onto the newly evolving media systems of transitional societies. Albania, Bosnia-Herzegovina, Kosovo, Macedonia and Serbia undertook a range of media reforms to conform with accession requirements of the European Union and the standards of the Council of Europe, among others. The essays explore the nexus between the democratic transformation of the media and international media assistance. The cross-national analysis concludes that the effects of international assistance are highly constrained by the local context. From today's vantage point it becomes obvious, that scaling media assistance does not necessarily improve outcomes. The experiences in the region suggest that imported solutions have not been very cognitive in all aspects of local conditions but international strategies tent to be rather schematic and lacked strategic approaches to promote media policy stability, credible media reform and implementation. The book offers valuable insights into the nature and effects of media assistance and the strategies deployed by international aid agencies, local political forces, media professionals, civil society organizations and other actors.

It has helped build pan-European transport corridors, supported direct foreign investment, helped redevelop urban areas, provided technical assistance and additional finance to enhance and develop social and economic infrastructure, and stimulated private sector growth to create jobs. Looking ahead, there is hope for a brighter and greener future for the Western Balkans. Matteo Rivellini is the Head of Division in charge of lending operations in Slovenia, Croatia and the Western Balkans at the EIB. This symbolic event led to German unification and the collapse of communist party rule in countries of the Soviet-led Eastern bloc. Since then, the post-communist countries of Central, Eastern and South-eastern Europe have tied their post-communist transition to deep integration into the West, including EU accession. Most of the states in Central and Eastern Europe have been able to relatively successfully transform their previous communist political and economic systems. In contrast, the non-Baltic post-Soviet states have generally been less successful in doing so. This book, with an internationally respected list of contributors, seeks to address and compare those diverse developments in communist and post-communist countries and their relationship with the West from various angles. The book has three parts. The first part addresses the progress of post-communist transition in comparative terms, including regional focus on Eastern and South Eastern Europe, CIS and Central Asia. The second focuses on Russia and its foreign relationship, and internal politics. The third explores in detail economies and societies in Central Asia. The final part of the book draws some historical comparisons of recent issues in post-communism with the past experiences.
